DEQ specialist outlines landfill closure
A Department of Environmen
tal Quality specialist, Edward
Liggett, outlined procedures for
final closure of the former Hepp
ner City landfill at the city coun
cil meeting Monday night, Aug.
10.
The city has filled in and
reseeded the area and has been
monitoring two wells at the site
since the landfill was closed two
years ago. The city rents the land
from owners Dale Turner and
Robert Schultz.
The DEQ is asking that the ci
ty remove a pile of scrap metal
and regrade and reseed the area.
Ligget said that the landowners

and J thiough Z a salad.
Hosts for the afternoon are:

son, Riley and Bebe Munkers,
Gary and Martha Munkers and
Gerald and Harriet Pierson.

may require filling in and
reseeding of backhoe pits, and
DEQ may require continued
monitoring of the wells.
After that is accomplished the
DEQ will draft a permit for
closure and present it to the city.
The city will then review and
comment on the permit and then
DEQ will issue a final permit.
The city will review the permit,
determine what activities must be
accomplished to come into com
pliance with the permit. The
DEQ must be satisfied that the
landfill is not contributing to the
degradation of the wells. After
the requirements are met the ci
ty can apply for termination of the
permit. Then closure of the site
will "probably” be granted, said
Liggett.
School district, teachers at impasse
The Morrow County School

reached an impasse, according to
a district board member.
According to the district, the
teachers and the board cannot
agree on salaries, benefits and
specific language in the contract.
At this point an out-of-district
team will review the situation and

Chamber Chatter
By Claudia Hughes. Chamber Manager
I’m told the Motel is booked
for Fair and Rodeo weekend and
not to send them anymore
customers. Are we ready for
these visitors who will take home
a lasting impression of Heppner?
The Soroptimists had an excellent
idea when they invited in
dividuals, neighbors, businesses
and organizations to adopt a
street. Let’s not forget those visi
ble alleys and backdoors. Weeds
seem to have an ability to grow,
even without moisture. Heppner
Chamber is adopting Main Street
from the bridge to the Forest Ser
vice. They will be getting to
know the street intimately starting
at 5:30 p.m. Tuesday. August 18.
People willing to help should
meet in front of the Chamber
office.
Malheur County has invited
Morrow County to be a part of
their cultural festival August 14,
15 and 16. A recent FAX re
quested our Irish dancers. Most
of our Irish dancers were im
ported from Ireland, but wouldn’t
it be terrific publicity if a group
of our young people, dressed in
Gwen Healy’s Irish outfits were
to learn some Irish jigs and be
available for entertainment dur
ing the year. Maybe the idea
could be incorporated into the
school music program or dance
classes local children attend.
Possibly we could "import” an
instructor if the interest is there.
Contact the Chamber office, it’s
not too early to begin thinking
about our celebration and pro
moting local talent on a year
‘round basis.
Chamber will meet Tuesday
during Fair week for an impor
tant business meeting and again
Thursday for our traditional lunch
at the fair.
Thought for the week: "They
who trim themselves to suit
everyone will soon whittle
themselves away.”
