Do not enact motel tax
To the Editor:
Since about 90 percent of our
Northwestern Motel guests are
business related I fear that the 5
percent room tax imposed on our
working people will encourage
them to seek accommodations
elsewhere instead of stopping
over in Heppner. This could
result in a 5.4 percent decrease
not only for my business but other
hospitality related businesses as
well. If I have to raise my rates
to compensate for this loss it will
damage my business even further
not to mention the loss of public
relations and good will that Hepp
ner presently enjoys because of
the absence of this tax.
The Chamber of Commerce is
a private business and like any
other private business should be
self supporting and not have to re
ly on tax dollars to keep it in
business.
There are other income pro
ducing projects the chamber
could initiate such as booth at the
St. Patrick’s weekend and rodeo
and county fair, bake sales, auc
tions, rummage sales, car
washes, to mention just a few,
reduce the secretary’s hours by
enlisting volunteers etc., etc., etc.
So please consider the effects of
the proposed room tax before try
ing to enact it. Thank you.

A new study done by Purdue
University for the American
Hotel and Motel Association in
dicates that, on average, the
number of rooms rented declines
about 4.4 percent for every 10
percent increase in either room
rates or taxes. This amounts to a
drop in occupancy rates of about
3.1 percent.
Smaller properties, those with
150 rooms or less, are hit hardest
by the tax. The drop in occupan
cy rate for this group averages
5.4 percent compared with only
0.7 percent for hotels that have
600 or more rooms. When room
taxes are imposed, the occupan
cy rate decline is highest (6.8 per
cent) for properties that have less
than 150 rooms and nightly room
rates between $75 and $100.
If room taxes are so harmful to
hotels, why are state and local
governments so anxious to pass
them?
“ Special taxes on away-from-
home lodging services are often
viewed as a painless way to raise
revenues in a community, par
ticularly if the need is for
revenues to build convention
centers, to purchase assets for use
by tourists or to promote local
tourism,” the authors write.
However, they note that room
taxes are not always used for
those purposes.
“ The general consensus (by
government officials) has been
that such taxes...have little
adverse impact on the lodging in
dustry because the taxes are paid
largely by business indirectly or
people on vacation with relative
ly high incomes. In addition, the
taxes are imposed on people
(who) are away from home and
have no vote in either the deci
sion to tax or the use of the
funds.”

meet Monday, March 2, at 7
p.m. at the Heppner High School
home ec room.
Hardman center
plans potluck
The Hardman Community
Center will have a potluck
following their monthly meeting
Sunday, March 1. The meeting
will begin at 10 a.m. with dinner
following. Everyone is encourag
ed to be in attendance as plans for
the calendar year’s activities will
be made as well as plans finaliz
ing the St. Pat’s day float and
food sale participation.

to meet
The Heppner Garden Club will
hold their monthly meeting on
Monday March 2 at the St. Pat’s
Senior Center beginning at 7:30
p.m.
Jane Rawlins will give a pro
gram on Clematis and Vem Bat
ty on flowering shrubs and bran
ches. Hostesses for the evening
are Vema Brinda and Vem Batty.
