NOTICE OF
PUBLIC HEARING
Notice is hereby given that the
Morrow County Court will hold
a public hearing at 10:30 am on
Monday January 27th, 1992, to
review and adopt the Umatilla-
Morrow Preliminary Strategy
Document for Round III of the
Regional Strategy Program.
1. The County Court will con
duct the public hearing in the
Morrow County Courthouse,
Heppner, Oregon at 10:30 am on
Monday, January 27th, 1992; to
solicit citizen views, provide
citizens with specific information,
and discuss the strategy and pro
ject concepts which have been
proposed for consideration for
Round III of the Umatilla-
Morrow Regional Strategy.
2. The purpose of this meeting
is to involve citizens in this intital
stage of Round III of the Oregon
Regional Strategies Program.
The Committee encourages the
participation of groups represen
ting minorities, economically
disadvantaged individuals, or
handicapped persons.
3. Written records of the pro
ceedings will be kept and be
available for review at the
Umatilla and Morrow County
Courthouses. In addition, the
“ Preliminary Strategy Docu
ment” will be on display at both
the Umatilla and Morrow Coun
ty Courthouses, from January
15th to January 29th. The docu
ment will also be available at the
hearing.
4. The public is encouraged to
attend the hearing and to present
testimony. Questions and com
ments are encouraged and should
be directed to Jim Rowan, staff

Regional Strategy Committee,

Chamber of Commerce Tuesday
plans for the proposed $1 million
campsite to be constructed at the
Willow Creek Dam.
The plans include 33 tent
campsites with full RV hookups
and an unobstructed view of
Willow Creek Lake, restroom
facilities, a garbage disposal area
and a path to a day-use boat dock
in the cove. Ken Turner, chair
man of the Willow Creek Park
District, said that the campsite
will be built to the Corps of
Engineers’ standards. “ It will be
top notch,” added Davila.
Turner has been working on
the nine-year project for the past
six years and Davila, who has his

not be meeting at its regularly
scheduled meeting on January 22,
1992 because of a meeting at the
Umatilla Army Depot Activity.
The Court will meet on Monday,
January 27, 1992 at 9:00 a.m. at
the County Courthouse, Heppner

says the legislature will probably
mix cuts in state spending, along
with some type of new tax pro
posal, to deal with revenue lost
from the passage of measure 5.

likes new taxes, but he didn’t
think the state could cut enough
to make up for the money lost by
the recent property tax limitation
Fawbush. a democrat who has
been in politics the last 19 years,
is south Morrow County’s new
senator. He replaces Gene
Timms, whose district was mov
ed in the recent redistricting.
Talk of money dominated most
of the senator’s time at the
chamber. Reeling off a list of
possible new taxes, from the sales
tax to a gross income tax.
Fawbush said he wasn’t ad
vocating any one of them, but
rather laying out the options for
Oregonians.
Fawbush said under measure
five, the state is required to
replace lost local property taxes
for kindergarten through high
school, but that higher education
was left out in the cold. He said
he didn't want to see any of the
three small colleges in Oregon
close, but “ it’s higher education
that's on the chopping block."
A repeal of measure five could
have been mounted right after
voter approval, Fawbush said,
but now he thought it was too
late.
“ Since passage of measure five
the discussion has been expand
ed to state government efficien
cy. I don’t think we’ll see an
outright repeal of measure 5. The
discussion has been broadened to
include education and govern
ment reform." he said. Fawbush
blames the governor’s “ conver
sation with Oregon” for this.
A third generation Oregonian,
Fawbush and his wife own and
operate a pear orchard in Hood
River. He spent 15 years in the
legislature before winning the
senate seat he has held for the past
four years.
In addition to south Morrow
County. Fawbush’s district also
includes counties Baker, Grant,
Crook. Wheeler, Gilliam, Sher
man, and Hood River.along with

Gun club
shoot results
The Morrow County Gun Club
kicked off its annual winter
telephonic shoot with a nice sun
ny Sunday of shooting. A good
turnout of trapshooters were pre
sent. Rob Ashbeck shot the high
score from the 16 yard line with
a score of 24 out of a possible 25
targets. Jay Coil was first in the
handicap event with a perfect 25
out of 25 targets.
The afternoon was topped off
with two Annie Oakley events
with Jeff Cutsforth and Jay Coil
taking the wins.
The next shoot will be this Sun
day, Jan. 19 starting at 12 noon.
