Lewis named to
state lottery
board
Keith Lewis of Heppner has been
appointed to the Oregon State Lot
tery Commission by Governor Bar
bara Roberts.
Lewis, 59, said that he will be
confirmed by the Oregon Senate on
Nov. 20 and will be sworn in Nov.
21. He commented "w e’ve never
had one (lottery commisioner) east
of the mountains before.”
Lewis will fill the position vacated
by Bill Freele, Salem, who recently
passed away. He will serve out
Freele’s term which expires in
December 1992.
Lewis said that his duties will in
clude setting policy and approving
games for the lottery.
Lewis moved to Heppner from
Baker in 1983 when he retired. He
and his wife, Sharon, own the
Heritage Land Company real estate
business in Pendleton and Heppner.
James Richard Smith of Boardman
will receive a 25-year prison
sentence following his conviction on
sex-related charges in three Oregon
counties, according to Morrow
County District Attorney Jeff
Wallace.
Smith, 63, who resided at the Trail
Apartments in Boardman, plead
guilty to first-degree sodomy and
four counts of first-degree sex abuse
before Circuit Court Judge Pro-Tern
Ralph Currin on October 24 in
Heppner.
"Smith also plead guilty on Oc
tober 25 to first-degree sodomy and
sex abuse in Gilliam County," said
Wallace, "and plead guilty to first-
degree sodomy and sex abuse in
Clackamas County on November
1.” He will receive a total prison
sentence on the Oregon conviction
of slightly over 25 years, said
Wallace.
Charges are also pending against
Smith in Clark County, Washington,
for alleged sexual activity with
minors there, said Wallace. After
sentencing is completed in Oregon
he will be extradited back to Van
couver, WA., where he will stand
trial in those cases. If convicted
there, he could be sentenced to an
additional 180-months’ prison term
and be declared a sexual psychopath
under Washington law This would
result in his incarceration for the rest
of his life.
"I expect that he will be convicted
in Washington as well, since he has
already confessed to the crimes
there," said Wallace.
Wallace noted that a large part of
the credit for the successful resolu
tion of the case belongs to Boardman
Police Chief Greg Sayles, who ob
tained confessions to the numerous
crimes, and handled most of the
investigation.
"It was especially nice to have
such a strong case in order not to
have to put the victims through the
ordeal of repeated trials,” said
Wallace.
Smith moved to Boardman in 1988
from the Portland area after retiring
from the Union Pacific Railroad. He
had previously been convicted of in
decent liberties in Clark County,
Washington, in 1981, and had been
placed on five years’ probation on
that charge.
Crystal Minster of lone reported
on her trip to Washington, D.C. and
New York City at the Topic Club
meeting held Wednesday, Oct. 23 at
the home of Margaret Morgan with
Martha Peterson acting as co
hostess. Crystal won a three week
trip with all expenses paid by the
Odd Fellows and Rebekah Lodges of
Heppner and lone by writing an
essay on the subject “ How the UN
will affect my Generation."
Forty young people were on her
bus and many buses from all over the
United States made the trip to
Washington D C. and New York Ci
ty to see many historical sites.
Crystal said that seeing all these
historical places has made history
come to life for her.
At the business meeting plans
were made for a food and pie sale
on Nov. 26 from 10 a.m. till 2 p.m.
at the city hall as a benefit for the
lone Public Library. A guest for the
day was Pauline Gorger of Portland.
