When it became apparent that the Department of Agriculture was go ing to prov ide its technical assistance and other conserv at ion facilities through organzied d istricts, interested landowners who had benefited from the conservat ion program of the CCC cam p inquired of the SCS officials how they could organize a local soil nd water conservation district. An organization committee was chosen and they started hold ing educational meetings and circulating p et itions. The supervisors held the ir f;rst meeting on Oct ober 29, Brock Linnell Don C. The Boardman Soil and Water Conservat ion District was formed with the referendum held on M ay 5, 1947 . Some conservation problems in the d istric t were irri gat ion water management ; poor drainage; wind erosion; weeds and rangeland . Manager. The Morrow Soil and Water Conservation D ist rict administ ers the ongoing soil and water conservation programs as they relate to the total resources of the district. In addition to basic soil conservation, the SWCD program provides technical assistance in other areas such as: watershed enhancement; past ure, forage, and range im provements; In December o f 1972, the Heppner D istrict and maintenance of soil fert ility; irrigation system d esign; Boardman District were combined to become the Morrow Soil and Water Conservat io n District. A total of 1,321 ,600 acres are included in the d istrict which conforms t o the boundaries of M orrow County. In 1982 interest developed in reactivating the M orro w County Weed Control D istrict. In 1983 this was accomplished and with limited funds, a weed erosion control; wildlife habitat improvement; and resource inventories. Your district board of directors is comprised of seven members from t hro ugho ut the county . Directors are elected ident if ication p oster was published and distributed . The Rea farm is located eight m iles south of lone and they have been pr act icing conservation since 1960 . They have raised four boys on the farm in additio n to their crops. Two of their children are in college and two are married. The Rea's have tour grandchildren. The Rea farm receives 10 to 12 inches of rainfall a year, is in an area which traditionally has a cro p/ fallow rotation . It consists of mostly Ritzville silt lo ams, w ith some Mikalo silt loam soils as well. The chief erosion concern has b ee n runoff during the winter, especia lly on frozen soi ls. Keit h has converted t he entire farm to a d ou ble summer fa llo w sy stem. Of the 4500 acres of cropland on the farm, 1500 are in the Conservation Reserve Program, 200 are lying fallow, and 1000 are producing wheat eac h y ear . In order to reduce soil erosion Keith has implemented a variety of p rac tices. He leaves as much residue as possible (t rashy fallow), and see d s very early, not later th an September 15. He also has 4.3 miles in grass w aterw ay s and 6.2 miles of t erraces in place. His co nse rvation plan is unique in that it specifies a com bination of residue and green co ver. The farmhouse is protected by a w ind b reak p lanted in 1958, demonstrating a long standing association wit h the So ii & Water Conservation District. The heart of the farm is the Howton ranch, 2000 acres of c ropland and 300 acres of p asture . Keith began working for his father-in law in 1960. The No Ian place ( 1400 acres o f cropland and 400 acres p astu re) w as included in 1965, and the Roberts ranch (1200 acres of cropland) was included in 1968. Keith has been farming the entire farm since 1970. The Reas are an active family in the community as well. Longt ime members of the lone United Church of Christ, they also belong to Willows Grange in lone . Keith is a memb er of the M orro w County School Distri c t Transporta t ion Committee, the M orrow County Grain Growers Bo ard and the Oregon Wheat Grower's League . Judy w as chairman this year of the lone Church Auction, b el ongs to the l o ne Community Agricultural Business Organization and is a member of the Willow Creek Parks Board. The Rea family Is conservat ion minded and is pra c t ici ng farming for the future. They are co mm unity minded as w e ll, helping l one and M orro w County to be the excellent t o wn and county they are.
