Thanks Santa
ing us with smiles on our faces and
Christmas joy in our hearts. My
issue to make is, there is no place on
earth like Morrow County where
people would take the time or think
to be so giving.
We have our suspicions but since
I still believe in Santa Claus and
what he stands for 1 want to per
sonally thank him for his
benevolence and wish him and his
family a very happy 1991.

Thanks Santa. You get lots of let
ters about issues in Morrow Coun
ty. Here is a good one. I was raised
here and still consider it home,
especially at Christmas time. At the
farm house where my family was
gathered on Christmas Eve we had
a delightful surprise. At zero degrees
outside a modem sleigh (pick up) ar
rived in our drive way carrying no
other than Santa Claus. He came in
giving each a candy cane and leav
A beautiful ego trip
To the Editor:
This week my household receiv
ed two big brown envelopes, one ad
dressed to me and the other to my
wife. It was from the Governor’s
Com munications Office, State
Capitol. Salem Oregon. Inside I
found the "State of Oregon Report
to the Shareholders 1987-1991.”
It contained 48 pages of the big
gest ego trip I have ever seen anyone
take at the expense of shareholders
of the state of Oregon-the tax
payers. The ego trip was produced
by the governor’s office and the
Oregon Economic Development
Deaprtment The table of contents
lists the governor's letter plus eight
other items that are listed as
achievements and accountability.
This brochure was beautifully
done on heavy paper with attractive
pictures, diagrams and graphs all in
many colors. Everything connected
with the brochure was professional
ly done and expensively finished.
Producing it. printing it and finally
mailing it out cost the Oregon
shareholders a bundle of money that
could have been spent on our educa
tion system or economic develop
ment in Wheeler County where we
need it.
Based on the many I know were
received here in Fossil, I am sure
there were many many thousands
m ailed out to the Oregon
shareholders. What a beautiful ego
trip for Governor Neil Goldschmidt.

Time for action on dog problem
To the Editor:
Several large dogs, coming from
all areas of Heppner are forming
packs. One. a Rotweiller, has been
seen taking children down. Once a
child is down and screams or fights
back, a pack can become vicious.
The city can't or won’t do anything
about the dog problem in Heppner
and the city council has told Police
Chief Doug Rathbun not to do
anything either. Maybe it’s time for
the city council to review their posi
tion on a leash law before a child
gets hurt or killed.
I have a nine-year old kid. Dog
owners who let their dogs run should
be warned that I’ll do whatever is
necessary to protect my kids.

Sheriffs Report
In the Service
The Morrow County Sheriff s of
fice reports dispatching the follow
ing business during the past week:
December 19: Morrow County
deputy took a report of juvenile
mischief in the Lexington area.
December 20: Morrow County
deputy responded to a report of a
vehicle stopped partially on the rail
road tracks north of 1-84 near Hepp
ner Jet. Vehicle was removed, in
vestigation is continuing.
December 21: Morrow County
deputy assisted a disabled motorist
on 1-84;
Morrow County Sheriffs office
dispatched the lone EMTs to a
residence on 2nd in lone for a report
of a man down. Heppner ambulance
responded and the man was
transported with an unknown illness;
Morrow County Sheriffs office
dispatched the Fossil fire department
to a report of a house fire on 4th and
Adams in Fossil;
Morrow County deputy made con
tact with an Irrigon resident for a
neighborhood problem. Investiga
tion is continuing;
Morrow County Sheriffs office
dispatched the Airlife to Hwy. 26,
two miles west of M itchell.
Transport was made to Prineville;
Morrow County deputy respond
ed to the Irrigon area for a
greyhound bus that was broken
down.
December 22: Morrow County
deputies responded to an Irrigon
residence for a domestic dispute.
Deputies arrested Francisco Jose
Ornelas, 34, for Assault IV and
Reckless Endangering. Ornelas was
lodged at Benton County Jail;
Morrow County deputy respond
ed to a business in the Boardman
area to investigate a report of
telephone harassment. Investigation
is continuing;
Morrow County deputy respond
ed to Irrigon for a complaint of
assault. Kami Waelty, 22, Irrigon
was cited and released for Assault
Marine Pfc. Shawn G. Olson,
son of Lola Maimberg of Boardman,
recently reported for duty with 3rd
Marine Aircraft Wing, Marine
Corps Air Station, Camp Pendleton.
Calif.
A 1989 graduate of Riverside
High School, he joined the Marine
Corps in December 1989.
Navy Airman Apprentice Steven
N. McCabe, son of Melvin McCabe
of Irrigon, recently completed the
Basic Aviation Structural Mechanic
course.
During the course at Naval Air
Technical Training Center, Naval
Air Station Memphis, Millington,
Term., McCabe received instruction
on the inspection, maintenance
and repair o f aircraft frames
("skeletons” ) and exteriors (skins).
In classroom and practical applica
tion periods, he studied blueprint
reading, corrosion control and
metalworking.

Morrow County deputy located a
subject working in Boardman and
delivered an emergency message;
Morrow County deputy respond
ed to Irrigon for a family disturbance
concerning a civil matter;
Morrow County Sheriffs office
dispatched the Arlington fire depart
ment to Oregon Waste Management
reported by alarm company.
December 24: Morrow County
Sheriffs office dispatched the Fossil
EMTs to Haven House in Fossil for
a female patient with an illness;
Morrow County deputy respond
ed to a complaint of harrassment in
Irrigon. Call was unfounded;
Morrow County deputy respond
ed to a complaint of possible animal
abuse in Lexington. Call was
unfounded;
Morrow County deputy cited and
released Kenneth Davis, 33, Irrigon.
for two counts of Assault IV and
Criminal Mischief I.
During the week of December
17-23, Morrow County Sheriffs
deputies assisted three disabled
motorist.
December 25: Morrow County
deputy made contact with a Board-
man resident regarding a theft. A
stereo was taken from Hector
Pacheco, amount of value was
unknown;
Morrow County Sheriffs office
dispatched the Heppner fire depart
ment to a house fire on Baltimore St
in Heppner. Heppner ambulance
was also dispatched. There were no
transports;
Morrow County Sheriffs office
dispatched the Heppner fire dept, to
a shop fire on Gariqueaz St. in
Heppner. Turned out to be a false
alarm;
Morrow County deputy delivered
an emergency message to a Heppner
resident;
Morrow County Sheriffs office
dispatched the Mitchell ambulance to
a one vehicle accident on Hwy 26,
Mitchell. Victims were transported
to Pioneer Memorial Hospital.
Prineville, in a private vehicle with
unknown injuries.
December 26: Morrow County
Sheriffs office dispatched the Con
don ambulance to a residence in
Condon. One female with unknown
injuries was transported to Gilliam
Co. Medical Center, Condon.

A Great Year
Has it been a great year or what?
It was the year in which the Oregon
voters stepped up and said "N o more
taxes.” What a great year
And how about 1991? What a great
year. 1991 will be the year we learn to
live with “ No more taxes.” Or will it?
Those of you who read this column
often know that I am not a great fan of
government. 1 take a great interest in
government and write about it often. I
just hate what government does to us.
You see. I’m a great believer in
freedom. I won’t keep a dog in the
house. Dogs belong outdoors. And 1
won’t keep a dog on a chain nor in a
tiny kennel. Dogs ought to run free.
Trained to stay as near to home as
possible, but free to run as nature intended.
And I feel the same way about man. (Oh.please, read that as a member
of the human race, no matter what sex. I also abhor that he/she word that s
crept into our language. I’m not sexist, nor racist, but I am sensible about
if.)

Man should be able to run free. To write what's on his mind, to read
what pleases him, to think all the thoughts that his mind will permit. Man
should be able to work and play as it suits him. He should be able to roam
the world of places as freely as he roams the world of ideas.
Man should be free to succeed as he defines it. and be as accepted as
if we defined it. Man deserves to be satisfied, to be happy, to be content.
He must be free to mate, to procreate, to perpetuate the species and his
life should be a hallmark, no matter how he spends it.
But you see, all that implies choices. To run free, man must be able
to choose the direction, the speed and the timing. To succeed, he must
be able to chose the endeavor. Freedom means unencumbered choices. If
there are no choices, there is no freedom.
And that’s where government comes in. The very purpose and function
of government is to take away some choices. Many choices are prohibited
by the law. Law created by government.
Even I would agree that some choices must be denied, for the mere
preservation of the species. Murder, robbery, theft. And there must be
some rudiments of government just to keep the peace.
But can we say the same, with the same conviction, about the amount
of insulation I put in my home? Or the size of the sign I put on my business?
And is it a matter of murder, the amount of money I pay to insure the
repair of a road I never travel? Or the frequency that 1 file a report that
contains no information? Or that I’m told every time I pick up a package
of cigarettes that they are not very healthful? In each instance, the choices
I am able to make about how to spend my money, spend my time and
live my life are severely limited by government. It feels a little bit like
a leash law.
So in 1991, the great challenge will be for government to figure out
how to take away the money we said they should not take away. Because,
if the purpose of government is to govern, there is little hope that the peo
ple who have assumed the task will seriously consider their own failure.
Part of the American tradition is more and bigger and better’ of whatever
we do. A home builder wants to make the next one more and bigger and
better. A fisherman wants the next fish to be more and bigger and better.
Government folks have the same attitude. It just is not in the cards to
expect less, smaller and worse from an American, even one who’s job
is to govern.
I’m looking forward to 1991 as a great year, not in terms of seeing
government learn to live within its means, but rather a great year in wat
ching the folks who succeed in government figuring out a way to avoid
the “ no new taxes” message.
They will succeed. I’m sure. The sport will be in watching the ingenious
