A report recently released by a
federal interagency scientific commit
tee charged with formulating a conser
vation strategy for the northern spot
ted owl could, if enacted, have a lasting
effect on not only western Oregon
forests and jobs, but those of the
eastside as well.
The proposal calls for the creation of
185 Habitat Conservation Areas
(HCAs), each a tract of contiguous
forest land of sufficient size to protect
at least 20 pairs of owls. The HCA’s,
which would be located an average of seven miles apart, and no more than
12 miles apart, would preserve some 8.5 million acres in the three Pacific
Coast states. Additionally, each pair of owls found outside the HCA's would
be given 80 acres of protected forest habitat, with a limit of seven such
areas per township.
“ My understanding is they basically went around where they knew there
were some owls or had a real strong suspicion that some pairs of owls
were located,” said Hugh Black, Forest Service Fish and Wildlife Direc
tor for Region 6.
Despite evidence that the owls have reproduced in managed forests, the
plan is said to prohibit logging, road building and salvage activities within
the proposed HCA’s.
“ Basically they’re saying, ‘Manage these areas for the owls,’ and ’ac
tivities that are detrimental to the owls shouldn’t go forward,” ’ Black ex
plained He said didn't forsee any limitations being placed on fishing or
hunting within the HCA’s but that the construction of recreational facilities
(such as campgrounds) which could alter the habitat would be questionable.
But what does all this have to do with eastern Oregon forests? After
all, according to Black. HCA’s would be located in the spotted owl habitat
west of the Cascades, except where their range spills over the summit in
portions of the Deschutes and Winema national forests.
“ We have about 100,000 acres (proposed for HCA’s) just on the
Deschutes (National Forest),” said Wayne Ludeman, a Bend-based
representative for the Northwest Forestry Association.
He said a recent projection by the chief of the Forest Service on Capitol
Hill anticipates the timber-harvest reduction in Region 6 at between 700
million and 1 billion board feet.
“ That translates into about 10,000 to 14,000 jobs,” Ludeman said, and
added that these job losses will not necessarily be limited only to western
Oregon.
“ There will be a direct effect on the Deschutes and Winema,” he said.
“ And of course, every time something like this happens, it shifts people
someplace else to try to get the wood; it really will increase the (eastside)
competition—dramatically. ”
Ludeman said it is possible, though doubtful, that the Forest Service
would raise the allowable cut of many eastern Oregon forests to offset the
loss of western Oregon timber and jobs and to ease the resulting competi
tion increase here, adding that the historic timber sale program of4.5 billion
board feet in Region 6 is expected to drop to 2.5 to 2.7 billion if the spot

timber-production impact on affected non-federal lands at roughly 500
million to 700 million board feet per year.
“ And if they (the Forest Service) did, tor some reason, decide to try
to make up the difference by increasing the cut on the eastside forests,"
Ludeman concluded, “ that would make it more difficult to try to balance
recreation and wildlife and timber concerns.”
“ This is not a ‘forever lock ’em up for owls’ thing.” said Hugh Black
of the Forest Service. “ It’s really a 100-year plan, which is short-term
when you think about things like forest management. We'll probably re
evaluate it—my guess is—within the decade.”______________________

or before January 1, 1942. In addi
tion, plaintiff and its predecessors-
in-interest have had open, hostile and
exclusive possession of the above
property continuously for more than
10 years under claim of right and
with color of title. Defendants claim
