The Morrow County Children and
Youth Services Commission is now
accepting applications for funding
under the “ Great Start” program.
Any interested individual, agency,
association, etc., which proposes to
provide services to Morrow County
children, prenatal to age six and their
families may apply. The proposed
programs must be consistent with the
goals of the Commission and be sub
mitted on a application for funding
form as provided by the Commission
secretary. Anyone wishing to apply
for funding consideration should
contact Juanita Martin at P.O. Box
576, Lexington, Oregon 97839 and
request a proposal packet. All ap
plications must be made on die Com
mission Application and received no
later than 5pm on May 11, 1990.
The Morrow County Children and

Plaintiff is the owner of certain
real property in Morrow County,
State of Oregon, which is legally
described as follows:
The West Half of the Southwest
Quarter of Section 11; the West Half
of the Northwest Quarter of Section
14; and the Southwest Quarter of
Section 12; all in Township 5 South,
Range 27, East of the Willamette
Meridian, Morrow County, Oregon.
Plaintiffs predecessor-in-interest
purchased the above property by
contract of sale dated January 4,
1939 from Mary Emma Ickes of
Thornton. Washington. The contract
was fully performed and satisfied on
or before January 1, 1942. In addi
tion, plaintiff and its predecessors-
in-interest have had open, hostile and
exclusive possession of the above
property continuously for more than
10 years under claim of right and
with color of title. Defendants claim
or may claim some interest in the
above property adverse to plaintiff,
but defendants’ claim is without any
right whatsoever and defendants
have no estate, title or interest in said
property or any part thereof.
This summons is published by
order of the Honorable Ralph Curr-
ing, Pro Tem Judge of the Morrow
County Circuit Court, made and
entered on the 20th day of April,
1990, directing publication of this
summons once each week for four
consecutive weeks in the Heppner
Gazette Times, a newspaper publish
ed and of general circulation in Mor
row County, Oregon.

Morrow County Board of Commis
sioners will hold a public hearing on
May 16, 1990, on projects which
have been recommended by the
Umatilla-Morrow Regional Strategy
Committee.
1. The Board of Commissioners
will conduct the public-hearing in the
Morrow County Courthouse Annex
in Irrigon, Oregon at 2:00pm
Wednesday May 16, 1990; to solicit
citizen views, provide citizens with
specific information, and discuss the
projects which have been proposed
for inclusion with the application for
Amendment to the Umatilla-Morrow
Regional Strategy for Value-Added
Agriculture.
2. The purpose of this meeting is
to involve the citizens of Morrow
County in this Amendment stage of
the Oregon Regional Strategies Pro
gram. The Board of Commissioners
encourages the participation of
groups representing minorities,
economically disadvantaged in
dividuals, or handicapped persons.
3. Written records of the pro
ceedings will be kept and be
available for review at the Morrow
County Courthouse. In addition,
Regional Strategy Committee staff
will be available at the hearing to
provide information pertaining to
specific aspects of the program.

CALL FOR BIDS
Morrow County will be accepting
bids on a comprehensive develop
ment plan for the Morrow County
Fair Grounds and athletic fields. In
cluded, but not limited to, will be the
possible location of future buildings,
roads, restrooms, concession stands,
parking and amusements associated
with fair activities.
In addition, portions fo the fair
grounds are dedicated to athletic
events such as football, baseball,
track and field, and rodeo activities.
Reconfiguration of these existing
areas will be necessary along with
the supporting utilities. The
Development Plan will include five
construction phases along with
estimated cost for each phase.
Details of bid specifications may
be obtained from the Morrow Coun
ty Court, Courthouse, P.O. Box
788, Heppner, OR 97836. Closing
date and time for acceptance of bids
will be May 9, 1990 at 1:00 p.m.
