happens is. under a spill agreement that we have w ith the fishery agencies
and tribes, we have to provide certain levels o f spills to make safe passage
for fish u n til all those bypass fa c ilitie s are in. Palenskv explained "S o
the sooner thev go in. the sooner we can quit s p illin g , w hich is a benefit
in both ways the bypass is a better way o f m oving fish by the dams, and
certainly it's cheaper fo r the power users, because when the w ater goes
(spills) over the dam. there's n«> generation, so pow er costs m ore
fu n d in g for the bvpuss project was reportedly included in the president s

" S o if this happens at each dam , you hit them pretty hard by the time
they get to the bottom ( o f a series o f d a m s )." he said " I f you start up
at the top w ith 100 tish sav up in the Snake R iver and you take 20 fish
out at lo w e r M onum ental Dam . that's SO going on below there, and you
have to take another 20 percent out at the next dam. that's lb . and so vou
can |ust calculate that on clown fro m there You w ill fin d that when you

cd Hands On Science T hrough the
effo rts o f Sarah C arlson. Heppner
Junior H igh Science teacher, this is
the only Hands On Science program
available tn the state o f Oregon
C a ro l G o o d ye a r is c u rre n tly
leading a group o f second and th ird
graders in activ ities that experim ent
w ith b u ilding materials that do not
stand alone and exam ining the
secrets, behind morse code, flag
code, the ancient abacus (a counting
board) and the pyram ids The group
w ill then create a mystery language
to share w ith friends This group is
meeting fro m 3 30 to 4 30 on l ues
day afternoons
