Reform our land use laws
To the Editor
The federal government is paying
fanners ahnut $50 per acre of our tax
money every year to take V) million
acres of land out of farming
Further, the Department of
Agriculture project* in 40 years
more than a third of the land now us
ed for farming will he in other uses
because it will not he needed for
crop* Increases in production per
acre exceed anticipated growth in
population
While we are taxed by the federal
government to take farm land out of
production, the state of Oregon uses
our taxes to force more land into
production through the programs of
the LCIX*. landowners are pro
hibited from building a home on levs
productive rural land because "it
must be saved for farm use " Per
mission to build a house is subject
to bringing gross income up to some
magic level, only to raise more cn^w
already in surplus.
The economy of the state demands
we manage and use our natural
resources, including land, for their
highest and best use
Oregonians should wake up How
long will we hold orderly economic
development in a straight jacket with
ludicrous and antiquated land use
regulatory system'*
It is time to reform our land use
laws based on sound long range
planning to provide for orderly
gmwth and development or our state

Oh. the ball game was great, too
Both teams went in undefeated Hus
was the big show down And then there
is the traditional cross county rivalry
It was electric
Like two young bulls in a new
pasture, the hoys faced off. pawing dirt
to size each other up Two minutes into the game neither side had hit the
hoop Then Heppner dumped in a irio of three pointers that left Riverside
astonished and behind Through the first three quarters thjt's the way it
was No sooner would Riverside tic il up. Hcppncr would jump two or
four ahead
II was a greal hall game Bui nud fourth quarter. Riverside took advan
lage of two or three critical calls against Hcppncr (I swear. I didn't see
'em, hut what do I know?) Without (he official help. Riverside would have
finished is they started, astonished
But that's not what warmed my soul
What struck me was the virtual lack of a dividing line between the
'Riverside section" and the "Heppner section" on the bleachers It was
not for the lack of a Boardman crowd la*ts of my neighbors followed
the team to town But it wasn't like a game for either team against Umatilla
or Pilot Rock ll was more like a home town sc rimmage between the shirts
and skins
Boardman folks \at next to Heppner folks and sice versa Bondages of
profession, business, neighborhoods was lar sirongcr than the com
petitiveness of a ball game And there was plenty of thal There was much
at stake and the hoys didn't let up just because the opponent was only across
the county
Nor did the enthusiasm of the tans Heppner f o l k s cheered their team
hard and loud They booed the refs when the call went the wrong way
They groaned when the lead changed against them And the Boardman
folks did all those things too. with their usual gusto
It was almost amusing to see a smattering ot spectators |ump to cheer
a basket at one end of floor and then the fo lk s right beside them cheer
at the other end And it was delightful to overhear the friendly conversa
tions between rivals during the breaks
I'm convinced it could only happen in Heppner Tough, competitive,
uncompromising in their loyalty . the folks I know there are also friendly,
accommodating, straight-forward folks who will do their best at the con
test but won't let a ball game spill over into other things
To be honest. I'm glad Riverside won After all that's my hometown
team And I'd have been a little disappointed if they had lost, as I expect
sonic of my friends in Heppner are Nevertheless it w as a thrilling game
I'm much happier, however, to have seen the degree of cohesiveness
between the folks in the crowd That's a far more important victory. I
think Wc are often pitted against each other on some issue or another
To he able to resolve those issues one way or another and still go on being
the same folks from the same county, ready to stand together against the
world marks us as u different, warm, wonderful crowd.
That's what warmed my heart And made me glad to live, not only in
Boardman with the winning basketball team, hut in Morrow County with
winning friends and neighbors
