Karen Rose Kenny and Jeffrey Albert Bartlett were united in marriage
on September 23, 198*1. at Our l ady of the I .ake Catholic church in l^ike
Oswego The Reverend John Schmidt and Pastor John Mason officiated
al the ceremony.
Karen is the daughter of William and Marjorie Kenny. Heppner Jett is
the son of Albert anil Virginia Bartlett. Snohomish. WA
Matron of honor was Kathy Fisher, sister ol the bride. Pendleton
Bridesmaids were Vickie Kenny, sister in law of the brule. In n Hol/nagel
and Heather Van Dicst, friends of the bride.
Best man was Tom Bartlett, brother of the groom, Seattle. Wa
Groomsmen were Steve Bartlett, brother of the groom; Randy Fay. brother
in-law of the groom and Mike Schat/, friend of the groom Ushers were
Don Cachranc. Bruce I hr Roos and Dasc Van Diest. friends of the groom
Flower girls were Katie and Christy Kenny, nieces of the brule Ihe ring
bearer was Jeremy Bartlett, nephew of the groom
The bride wore a taffeta gown with dropped basque bodice, a rounded
V-shaped neckline and rococco sleeves Ihe gown had a semi cathedral
train with lace detail The crescent shaped headpiece held the finger tip veil
that was accented with pearls and flower wisps
Soloists were Pam Fay. sister of the groom, and Karl Marks, friend of
the groom Organist were the bride’s brother and his wife. Bill and Amy
Kenny A special selection, "T he Ijord’s Prayer." was sung by the bride’s
lather
A buffet luncheon was held at the Cal’s Restaurant at John's landing
The bride graduated from Central Oregon Community College in Bend,
and is employed by Oregon Medical Professional Review Organization,
in Portland Ihe groom graduated from Falmond* Community College in
Fdmonds. WA He is employed by Microfilm Service Company in sales
and marketing

All this talk aNiut property tax
reform scares me to death I conclud
ed a long time ago that tax reform real
ly means tax increase 1’hat's what hap
pened with the so-called Reform Act
of 1986 It was said to he revenue
neutral but it turned out to be a pretty
heffy increase One of the chief ad
vocates. Senator Mark Hatfield, admit
ted that they might miss the neutral
mark by $10 or $20 billion And sure
enough they did

Now folks in Oregon arc hell bent to
"reform ' the property tax
Wc all know that the property tax
finances a good part of local government, schools, counties (roads), and
cities (police and fire) But the thing that sticks in most p>litician\' craw
is that in most places and for most taxing districts, the projx’rty tax is sub
ject to voter approval
Can you imagine N>w the federal government would fare if the income
lax were up for vote? And in Oregon, the second highest tax stale in the
nation, would a vote on the state income tax pass’.
That’s what the politicians figure iv broke aN»ut the property tax system
and (hat's what needs fixin' Ihe very folks that pay the tax have an op
portunity to vis just how much Anti politicians don’t like lhat They figure
they should have a chance lo tlccide how much lo collect and how to spend

One of Ihe arguments in (asor of (he reform is the heavy reliance t*ur
schools must place on property taxes Well now, if our legislators were
really worried jhout that, with a mere stroke of the pen they could solve
the problem You sec. ihe legislature has allocated a bit of the state in-
conK tax monev to support schools And they have been allocating less
and less for the past twenty years or so Seems to tnc lhat the very folks
who are hollerin' most aN>ut the problem are Ihe scry tines who have been
most ot (he cause
Another argument I hear and read is that because some taxing districts
are a lot "rich er" than others, the tax burden is different The argument
goes on because one school district spends more per student than the next
or because the tax rate in one district is higher than the next, the state is
at fault for not providing a "uniform system ol common education
Ihat's a nice right socialist attitude all right Socialists want us all to
he the same, vou know Ihe same house, the same job and the same amount
of hope zero It's because the tcllow down the road is doing better that
makes me strive to do better That's the capitalist way
And it's the democratic way to go to the polls and vote on the school
budget rather than lose control of it all together like the federal and state
budgets
Well, I have no illusions that the property tax won’t get reformed After
all with both candidates for governor, the leadership in the legislature
and most of the newspaper editors across the state pushing tor it. it will
happen Ihe most likely reform package will include a cap on property
tax rates at aN*ut what we pay now. or a little more That will mean a
big reduction for most folks across the state because their taxes are a lot
higher than ours
Ihcn we’ll all pay a sales tax too. that will be dedicated to schixils at
first But the fellows will begin to steal from that to pay for some other
things Remember how the lottery profits were supposed to he earmarked
for economic development ’ Well, they 're using the money to build prisons
and pav some more state employees to run 'em That's not what anybody
meant by economic development when we decided it was ok to gamble
And then pretty soon we'll have to "reform " the income tax or the sales
tax in order to keep up with the government's insatiable appetite to spend
us all right into the poor house The scary part is. I can see the end to
all that and it ain't a pretty sight
