Opposes prison in countv
To the Editor
I oppose placing a prison in Mor
row County for many reasons Taxes
will certainly rise for all in (he coun-
ty as we will have increased costs for
law enforcement, social services,
public health, roads, and schools
The only increase in the lax base
would he from those long term
employees that choose to lisc in
Boardman or Irngon rather than
Hemucton That small increase in
tax base will not nuke up for the in
creased costs We note that the slate
has rejected all requests to mitigate
these effects it the site was selected
Ofcourse we could get a hill into the
legislature to cover this, hut it is
unlikely it would get much support
Is this really the best place in the
long term to put a prison 1 Morrow
County is only considered because
it is politically feasible I hc gover
nor and legislature lac k ihc polmcal
courage lo pul it where H should he
located, in Multnomah County
Please do not tell us that there is no
room there Along the south shore
of the Columbia Kiset between
I rout.l.ilc and the W illjmcttc River
we see nuny open spaces and under
utilized sites Ibis in the counts that
produces most of our prison
residents Certainly this would he
more convenient lot the courts and
law enforcement officers and also
ihc families of the imprisoned

Not long ago. I attended a local com
mission meeting and pressed for the
adoption of a position that I felt strong
ly about When the debate was over,
the vote taken and new matters were
about to be discussed, a county com
mivsMiner remarked to me, "Ed. I
agreed with your position here, but I’m
sorry you found it necessary to demean
the other side lo make your point."
It wasn’t until the trip home that the
full impact of his comment came to me
In my zeal to press my cause. I had not
only extolled its virtues, hut had
graphically pointed (Hit all the short
comings of the competing cause
Maybe even to the point of overstate
ment I do that often And others do that loo All of us do it much more
often than we need to. Or. in a civilized society, ought to
Take the prison issue, for example
One opponent simply assumed that the disadvantages of a prison so out
weighed the advantages that no rational person would favor one And then
accounted for several local officials who did by calling them untrustwor
thy to serve the public good Untrustworthy to the extent that on all future
issues, constant vigilance w«*uld he required That implied that these public
officials were more likely than not to thwart the public interest on every
given issue
Whew That’s zeal
But not to be outdone by the opponents, some of those in favor of the
prison argued the quality of the i<*bs Not content to point out the benefits
of steady, year round, relatively high sabry jobs in the community that
the prison might bring, these proponents found it necessary to then point
out the comparative disadvantages of many of the jobs now available in
the community la»w paying, seasonal, agricultural jobs, they said were
less desirable So much so that we don’t need any more like that, in fact
we'd probably he better off without the ones we have because they arc
usually filled hy undesirable people
How do you like that for overstatement ’
And then there's the North South motive slurs
They boil down to "My position is correct because I'm a good guy,
and my opponent’s position is wrong because he's a had guy." More
precisely on this issue there were heard things like "My family has lived
in Morrow County for three generations " Translation I'm a good guy,
therefore my opinion is entitled to more weight than anyone clse's "He
just wants his property values to go up so he can sell out and move on ."
Translation He's a bad guy so his opinion should not be considered 'He’s
part of the landed gentry ." Translation He’s a bad guy ."I live here
by choice, not accident of birth .." Translation I'm a good guy, not a
had guy.
I was of the opinion that we needed this issue to help get over the school
strike issue But we surely didn't need the level of over zealousness that
this issue brought This one may be as nearly as hard to live down as the
one it was thought to help heal
We ll have a new issue again some day My heartfelt hope is that we
can act like civilized, rational, mature adults then That we can debate
with passion the respective merits of the issue, that we can reach a collec
tive decision without having to demean either the opposing view nor the
character of those who hold it
