at which to grow from, and while

not leave with bitter liearts. but with

end to all animal testing o f our
products including testing done in
outside laNiratorics
I hope you arc as pleased and pro
ud as I am o f the lact that Avon has
become the first major cosmetics
company in the world to eliminate
product testing on animals
Wc have worked for the past eight
years to reduce the use o f animals
and to find alternative tests, while
still maintaining the high quality and
safety o f our products Now we
mark the successful conclusion of
that program

March Since then, our new safety
evaluation program has been review

individual who had volunteered to
circulate recall petitions on behalf o f
Fresh Start also became a party to

destroyed these petitions circulated
by that individual
This action mas hamper the sue
cess o f the Fresh Start effort If

A few months ago I wrote a rather
sarcastic letter to the editor which
whimsically expressed my view o f
the turmoil between the school hoard
and the teachers concerning contract
negotiations
Since that time, altercations bet
ween these two parties have greatly
decreased, although I understand
that the issues have not been resolv
ed completely This is sad. hut not
as sad as the recent events that have
prompted this letter

county I love so dearly? Recalls,
lawsuits Are you trying to get them
to film one o f those Perry Mason
movies in Morrow County?
My feelings as far as the school
N u rd is concerned, is that they
didn't do a very good job That in
no way leads to the degrcdation o f
the respect I have for them as peo
ple. triends and acquaintances.
Unless someone was on a real
"p o w e r trip” , I sincerely believe
that they were trying to do what was
right in their own minds (or someone
else's mind) W e may not agree with
their opinions, hut that's the
American way
I understand that a group called
"Fresh Start" is trying to recall ccr
turn Nurd members They arc ccr
tainly within their legal rights to

that current hoard members have
mishandled their designated roles 'll

It they can't gain enough support,

three, through their designees, nit-

Prison in Northern Morrow County looks to he down the drain While
wc support drsclopmcnt efforts generally . the loss of the Mega Prison may
be a tavor
The County could sure use a new 175 I .000 employee business W e ’ d
he the first to applaud such a thing That would he a good way to prompt

Multnomah County as the state’ s most populace, so |ust a mini growth

But wc don't think government infrastructure is the right kind o f growth
\ prison, or any other kind o f gosemment building for that matter. would
require sewer and water service, fire and police protection, all the usual
kvally financed governmental services that any other industrial plant would
But an industrial plant would pay property taxes to support tN'se services
while a gosemment building, including a prison would not
As for the employees, most o f them would live in Umatilla County
anyway if the experience with PGE and Uamb-Weston N'lds and wc sec-
no reason why it would not Out o f the 175 employees estimated at the
outset, no more than 40 or 50 would live in Morrow County That would
just aN>ut use up the surplus housing in Boardman and lrrigon and would
not spur a building Nxmi as some have predicted
Those folks who do live in Morrow County would also require sewer
water, police and fire services, road maintenance, and schools Most ex
jx-rts on l»xal government finance agree that the locally funded services
demanded by homeowners cost lar more than the taxes paid hy that
homeowner Morrow County is a classic example o f that The PGE Coal
Plant pays more than half o f all property taxes yet consumes a very small
part ot the services the plant itself requires fhat leaves much o f their tax
jia.vment to pay for the schools, roads and governmental services you and
I require
But the Mega Prison will pay no property taxes, so what services the
prison itselt requires and the excess part o f the services required hy its
employees will he a burden on all the rest o f us
It Pendleton steals the Mega Prison away as it looks like they w
may be one o f the better favors they have delivered up to Morrow County
in a long tuue
Thc final site selection has not yet been made and whatever happens
in that regard can he turned into a learning experience. A little background
is in order When the Governor found it necessary to build a new prison,
he directed the Corrections Division to find a site O f the 14 or so sites
still N*ing considered, most were identified by Corrections Division per
sonncl without any lixal community promotion Not so with the Board
nun sites Here a handlul of local politic lal figures ( sonic of them appointed
officials, not elected) jumped on the bandwagon on behalf o f the communi
ty. offering up several sites and all the governmental support that must
go with them A single public hearing was held, a straw vote taken and
fewer than 20 supporting votes established public sentiment in favor That
same 20 to I straw vote swayed a doubting County Commissioner to finally
support the proposal
In the meantime, lying idly by. collecting dust was an Economic
Developmental Strategy that had N-en hammered out over many months,
many more meetings, hy a group o f folks from throughout the County
who had benefit o f the expertise o f an even wider circle o f authorities in
a nuniN-r o f disc iplines As approved by the County Court. Morrow Coun
ty s Economic Development Strategy targets tNise industries that add value
to agricultural crops as the most desirable means o f lixal economic
development
And it appears that strategy is a gixxl one While the Boardman folks
were out chasing the Mega Prison rainNiw, one private entrepreneur is
quietly compressing haled hay for export, a second such plant is in the
works and a third lixal lamx-r has announced intent to build a second french
try plant all in the Port of Morrow fmxl prixessing park No question aNiut
it. each o f these projects had the cooperation o f lixal folks, particularly
the Port o f Morrow arxl none would have happened without it Wc wonder,
however. N>w many other projects have gone by the wayside because there
wasn't time, energy or inclination to help them, given the time, energy
and inclination spent on the Mega Prison dream
So what's the lesson to he learned from the Mega Prison exercise?
1 Concentration of effort on a well considered plan will N a r results
directly proportional to the amount of effort
2 Those results are diminished geometrically, when part o f the effort
is diverted to spur ot moment, pie in skv. hair brained schemes o f ques
tionablc value
