We think if ‘s only a matter o f
attitude,
For the past several years, up to
about year ago. economic conditions
in M o m iw County and most o f Eastern
Oregon were pretty bleak Not much
was happening Our attitude about the
future was just as bleak.
The price o f wheat, the 1987 crop
and before, was below the cost o f pro
duct ion The CRP program, designed
to reduce production, had some
depressing effects on M orrow County
What with wheat land going out o f pro
duction. demand for all the products
and services required for production went down So did government tax
levies.
The potato industry was required to become more efficient to survive,
and it did. at the cost o f production jobs, and demand for all the things
wage earners spend their money on
Things were bleak And our attitude ahamt the future was just as bleak
About a year ago. though, we began to notice some change Whether
it was the Governor's Economic Development Strategics program or
whether it was just our own exhaustion with a gloom and doom outlook,
we don't know But some spark from somewhere tanned into a llame that
is now shedding much light on our new future
Wc think much credit goes to Dorothy Krebs, former county commis­
sioner. who chaired M orrow County's Economic Development Strategy
committee Coupled w ith Umatilla County, the strategy is to add value
to present and future agricultural produce
The strategy was barely in place when, in short successive order, a fruit
and vegetable cold storage and packing co-op was formed, an onion
dehydrator, and Norpac's vegetable freezing and packing plant were an
rHHinccd Most recently, a second french fry plant in Boardman is on the
drawing hoard
Three new hay processors, tubers and or hale compressors arc cither
in production or under construction One is really big. all aimed at new
markets overseas.
M y closest neighbor grows several acres o f lily bulbs and another
the project is trying pumpkins
There's some excitement on M ain Street, encouraged by expenditure
o f paychecks generated in an expanding asparagus industry and the pro
sped o f a »tale privan, a whole new industry for M orrow County
The attitude adjustment has not been limited to the agricultural hav
Ercd Lundin has sparked a new attitude about tourism that has a lot o f
folks looking forward
During a recent hot spell in Boardman. our whole family vaught escape
at Penland Lake And what a marvelous place The county's road work
is to he applauded W e're happy to sec the ''W estern R oute" has a new
name It seems that it was required to make things happen Another ex­
ample o f the new attitude wc see
Wc don't think any o f this has come about because o f the expenditure
o f a Ic8 o f government money, though that is important We think the big­
gest d riving force is our own attitude We sec lots o f folks who can talk
only about how bad things arc They have no plan, no hope, maybe even
no desire thai they should he any better But even more importantly, many
folks believe they arc powerless to make things better
Wc don't believe that at all Wc think, no matter what the issue, that
it is possible for just one pervin to make a difference And many times
it does not take a 1(8 o f effort, just a belief that it can happen Take Ken
Turner, M r W illow Creek Park, for example Ken had a dream for visitor
facilities at W illo w Creek l.akc a boat launch ramp, a dock, picnic
facilities, parking, overnight camper facilities H e 'll tell you it took lots
o f e ffo rt, and he did have vime help But the ever expanding, excellent
facilities at W illow Creek lake arc mostly the product o f Ken Turner’s
dream and "can d o " attitude
We re happy to sec the change o f attitude in the past year or so. It ’s
not universal o f course There arc still v>mc doomsayers about But the
new attitude can he infectious And this thing can snowball
The fru it it w ill hear w ill he sweet indeed Imagine a county that can
provide a comfortable living for all its residents, in a new place as peaceful
and serene as Penland lutke. and a new job for each o f our vans and
daughters as they need them
