Vote ballot measure 1 on M ay 16
To the Editor
On May 16. 19*9. Oregon voters
will base the opportunity to appn.se
a second major step in improving the
sysiem lor funding public education
in Oregon In 1987. Oregon v«*ers
approved a constimi tonal amend
mem to eliminate school closures by
creating a "salcty net” concept that
allowed school districts to levy a
property lax equal to the poverty tax
levied the preceding year, if the
voters failed to approve an increase
in the tax levy
Balk* Measure I, which will be
voted on by the Oregon electorate on
May 16. 1989. is a second mj|or
step in education funding reform
The measure would create up-to-date
tax bases in those districts that are
not currently living within a tax
base.
Those schools districts forced to
operate within the "satety net- have
been falling behind other Oregon
school districts The passage o f
Ballot Measure I would mean those
districts could begin to provide

just to break up the traffic jam And hang a bunch o f those three-colored
lights to keep 'em from running into each other

You see. not long ago I t»x»k number one son up to Seattle to visit the
University o f Washington We left prettv early in the nx«rning hut Mill
got dose to Seattle long after the morning rush hour was over I was a

ing place in a hundred acre lot
In order to avoxl the evening rush, we stayed overnight and left the next
«lay right after lunch It was the same mess all over again By the time
we got «nit o f town and headed up the mountain, my eyeballs were ringin'
and my ears goin' around somethin' fierce Why that boy just couldn't
be a car mechanic and go to Blue Mountain or a wh«x>l teacher and go
to J-astcrn Oregon But no. he's set on being an aerospace engineer,
whatever that is. and U o f W is only slightly better than USC
Well. I just barely g«* over the culture sfxx k from visiting Seattle, when
we had to go right hack to Tacoma for hiv ROTC physical This time we
went through Portland which is about two notches above my threshold o f
intolerance for my fellow man lattlc did I realize that it gets worse from
Portland north, a little at a time so you can begin to imagine things are
much worse than they really are But o f axirse my imagination wasn't
capable of anticipating just how had it ii«x:s get
Now understand. I surely do like to drive Almost av much as I like
people But I 'm not at all fond o f both at the same time Particularly when
it's lots o f driving amidst lots o f people who arc also taking a stab at driv
mg Ehere were fast drivers, slow drivers and half-fast drivers There were
hig trucks, little cars and some real idiots and everyone seemed lo want
to drive t«xi fast. t«x> far and in the very same place I was driving
Both trips I turned some o f the driving over to my son. hut that was
w«irse He's a g«xxl driver, all right hut with him holding the wheel. I
was full time watchin' the other folks and there were so many o f them
I got a brand new pain in the neck, not to mentmn the acid in my stomach
S«i you see. that's why I'm again' this "develop, promote and grow "!
mentality We saw a sign that said "3.829th Street South " No wonder
tfxise folks had to do so much driving They were |ust on ,i little errand
across town It Boardman had 3.829 streets on the south side, and Hcpp
ner had 3.829 streets to the north, they 'd he overlapping by half a pretty
C«xxl sized city. And the trip from the Courthouse to Boardman City Hall
would require an overnight stay enroute and probably a couple o f wrecker
calls
No Sir! I'm not supporting any more growth Why. if it ever got started
here, it'd be a real runaway laxik what has happened in that G«xl liir-
saken place down there II those folks ever discovered a place that it didn’t
rain all the time, where the sun would shine as much as it d«x’ s here, they d
all he moving in a minute
Maybe the Gorge Commission has the right idea, close the Columbia
River Gorge I'd let the garbage trucks ihrough 4 II riglu Hut no M jv (lower
or United Van Lines trucks could pass east bound
