She was the daughter of Dave and
Erma ShatTcr They have a slaughter

James and Kathryn O'Brien He

In a news release from the School
District office Tuesday, it was in
dicatcd that at a mediation session
Monday night which lasted more
than h hours, the school district pro
posed to end the strike hy submitting
the unresolved issues to a vote o f the
people The hoard proposal called
for a referendum by Morrow Coun
ty voters to accept cither the union's
demands or the district’* offer The
union rejected this proposal The
teacher * union nude its own prev
posal which would have voter* ap
prove submitting the unresolved
issues to an outside arbitrator
District negotiators stated that hav
ing an outside arbitrator resoivc
Morrow County disputes was not as
ccptablc "The ultimate arbitrator to
this contract dispute should only he
those who will have to pay for
whatever would he granted." said
Dwayne Carroll. Board chairman
"W e cannot agree to a union pro
posal which would have (his dispute
settled by a person who doesn't even
live in Morrow County "
District negotiators had hoped that
by submitting the unresolved issues
to a vote of the people the strike
could he ended Unfortunately, with
the union's rejection of this proposal,
it appears that the strike hy union
teachers will continue School re

compliment of replacement teachers
along with 12 district teachers who
have crossed picket lines

mechanics of a proper governmen
tal budget have caused the Morrow
County Court to sponsor a seminar
on "Basics of Better Budgeting"
Arrangements have been made with
Ron Daniels, president of Blue
Mountain Community College to
conduct the seminar on March 22 at
7 10 p m at the Heppner F'lks

cities of the county as well as to all
governmental departments ami agen
cies that normally prepare budget re

Warren enters guilty pleas
to two separate incidents

entered guilty pleas to two separate
felony charges in Morrow County
Circuit Court on Friday March 1,
1989, according to a news release
from the District Attorney's office
Warren plead guilty to Attempted
Assault in the Second Degree as a
result of an August, 1988, ins ulent
W'arren also entered a plea of guilty
to Possession of a Controlled
