Now that both the Morrow Coun
ly Teachers and the School Hoard
have taken their respective positions
“ to the p u b lic," an interesting
enigma appears With 140 teachers,
each o f whom have lour or more
years o f post high school education
on the one side, and with seven
elected hoard members and their
equally well educated administrators
on the other side, (here is in cs idence
not a mere 3-semester hour course
in political science
The “ public" campaigns to dale
barely rate a passing grade m a
sophomore class in civics W orse,
efforts to inc ite riot in the populace
are unworthy of either cause T o at
tempt to resolve the matter by
dividing the taxpayers, patrons,
parent«, families and friends in Mor
row County, one against the other,
for years to come, bespeaks the ah
solute professional, political and
social tailurc of both sides to meet
their public duty
Minuscule as it is. the effort cs
pended by cither side to gamer
“ public" support, would have been
more than adequate had it been
diverted instead to straight forwjrd
negotiation toward a settlement
It is time for both sides to do their
p u b lic
duty
hy
subm erging
ihcm sclscs in eye hall to eye hall
around the clock, marathon negotia
lions with no thought ot coming up
for air until a contract is hammered
out. signed, sealed and delivered It
is tunc for every citizen in Morrow
County to demand no less
Yours truly.

T o the Editor and cilu en s of Mor
row County
I am a senior citizen who has
chosen to retire in Morrow County
I am on a file d income th e ta se s
on my small, improved home have
increased more than 30% in the five
years that I have owned it Any fur
thcr increases, and all of the former
mean less dollars in my sas ings for
a rainy day. and also, more close
scrutiny of choices I made as a con
sumcr. even changing my life-sty Ic
Even so. I have voted “ yes" on
the school budgets, an unequivocal
“ y e s" . The vote has been, each
time, close enough that no one can
claim a mandate, nor have perm iv
sion to he mimos able in a position
The reason for my sole is one of
trust and tangibility Our system in
some pcrv*ns the privilege to weigh
needs against resources and to make
decisions I have trusted those per
sons to have, after study. a broad in
sight into needs, and to he wise in
those decisions which will proside
for and make our Uval schools the
kinds of places where our children
and young people may become
respmsihle world citi/ens We know
that few o f them will he able to re
main in Morrow County because of
changes over which we have no
control
In spite of this, we can provide
deep rootage, visum, and support in
order that this county, always, may
he H O M E , a treasured launching
pad. for any vocation around the
world or in space, that any o f our
children might choose The perv»ns
in whom I have invested my trust are
my neighbors and I want to ap^
precíale their vision and ability to

Comparisons arc important, (hough,
since many decisions we make are has
cd on a comparison with some mher
dec ision already nude Nowhere are
comparisons more important than in the
market place Most of what we buy
hosed on a comparison o f its pnee with
that of some other item we could aim
buy Most of what we sell is priced according to “ the market "
Tw o comparisons that are particularly valuable change over a period
of time and differences from place to place But it is important to identify
the same item in making comparisons over lime or place to place
Ix t 's take a look at some changes over a period of time
Wheal traded for S3 34 bu (delivered Portland) a year ago Tixiay. the
pnee o f wheat is S4 97. up 49% Cattle <7-800 Ih steers) sold for
$79.30/ci»1 a year ago Today those same steers sell for $80 30/cwt, up
1%.
We checked on some wages around Wage rates at Kin/ua Corp sawmill
in Heppner arc up 2% from a year ago. plus a $1.100 bonus last June
(that's another 4.3% on the average )
Wage rates at I amb Weston's french fry plant in Hoardman are the same
as last year hut most employees earn bonuses for attendance and safety
amounting to about 2%
A grader operator working t,>r Morrow County earns SH K l per h<*ur
today, up 9% from 8 08 just a year ago
Comparing wages from place t" place we found that a beginning school
teacher, with a Bachelor's degree from an accredited college, today earns
$17.330 in Hermiston. $17,226 in Pendleton and $17,483 in Morrow
( .Hints
Comparing top salaries is like apples and oranges since in one school
district it may take 18 years and a PH D while at another it may only
take 12 years and an M A plus 43 additional hours of course work Wc
compared a hypothetical teacher with 12 years of cxpcrtcncc and a Master's
degree Hermiston pays $29,027. Pendleton pays $29.112 and Morrow
County pays $26.395 for that same hypothetical teacher
O f course, it is true that i*thcr things could be compared; some would
show a downward trend from then to now and from here to there (The
market value o f my house is down 25% from a year ago and Echo pays
a beginning teacher $16.465 1 We could even make some comparisons of
unlike items (A regular route truck driver for C F makes $47.0()0/yr while
a dishwasher earns $3 35/hr )
As I see it. comparisons of other things at other times and other places
only serve as a guide to our own decision here and now And only one
o f several factors to he considered Quality, or the desire for quality, is
often a factor in the marketplace that overrides “ the market p rice ." Tim e
utility frequently is a factor Social, political and psych»»logical factors often
arc involved
It is a real mistake to make all of our own decisions based on what the
J»*nes' arc »Joing (Just as it is a mistake to ign»»re what the Jones' arc dt»
ing 1 Purely objective criteria are alm»»st always shaded by the emotional
And if wc recognize (hai. wc can m»>st often make the kind o f decision
that wc will not regret s»x»n after
The current sch»xil teacher contract dispute, in my opinion, has gone
without decision s*> long now- that there can never he a “ go»»d” contract.
Emotions arc running so high on both sides and anx>ng «iur friends and
neighbors that if agreement were reached today, those emotional scars will
never heal
—
I think every pcrs*»n in the district sh»*uld demand a settlement now
A settlement hy the teachers at the h»»ard's offer. t>r a settlement by the
board at the teachers' demand (or any place in between) Now would he
tar nxirc beneficial to the district than even one m»»rc day o f dispute
(Next week I'll set out my own settlement proposal I hope it is n»*t
mrccssary I'd rather write about the winters I remember in Wallowa
1 County )
