To the Editor-
Senator Mark Hatfield has in
iroduccd a hill which would make
taxpayers responsible for for-
mulaiing budget policy. The bill
would establish a check off box on
lederal tax forms requiring taxpayers
to indicate if their tax dollars could
he used to fund national defense
Proponents of this measure say
lhat people who object to military
spending should not he made to help
fund such spending thmugh their
taxes.
Howcvcr, the implications of this
argument are dangerous and far-
reaching Asking the millions of tax-
paying citizens to make federal
budgetary decisions is a violation of
our form of representatives
democracy. We. the people, elect
and pay our Senators and Represen
tatives to closely study the issues and
make informed decisions on our
behalf Asking taxpayers to make
budgetary decisions without the ad
vantage or knowledge of detailed
tacts, and in some cases classified in
formation. is an invitation to
dangemusly misguided policy
Even if a case cam Id be made for
providing more information to the
public, Hatfield would be hard
pressed to prove his ability to do so
When my organization learned of
Hatfield s bill, we contacted his of
fice seeking a copy of the legislation
Yes, we were told, they could mail
a copy of the bill to us, but. we were
warned, two weeks were required
before they could wade through the
red tape in their own office and slip
a copy of the hill in the mail Wc
then contacted Congressman Denny
Smith’s office with the same request
They sent the bill the next day.
If Hatfield feels that he cannot pro
perly represent us and. therefore,
must forward measures relieving
himself of his decision making
responsibilities, perhaps he should
step aside Others have shown that
they are willing to tackle the task of
representing us.

President Reagan has declared the week of April 17 to 23. to be
“ National Victim’s Rights Week” to prontotc improved services for
crime victims.
The observance also marks the first full year of operation of the
Victims Bill of Rights, established to give protection to the often-
overlooked crime victim
If you have been a victim of a crime, you may have felt overlook
ed by the criminal justice system The rights of the Defendant, in
cluding the right to an attorney, the right to remain silent and the
right to a trial, are guaranteed by the Constitution. These are impor
tant safeguards intended to guarantee individual liberty. Now.
however, crime victims have been recognized and given rights which
reflect their importance to the system.
legislation passed in Oregon in 1983. established a State fund under
which victims of violent crimes can be reimbursed for their medical
expenses and loss of income. It does not allow reimbursement for
property damage, however.
The same legislation also requires criminal defendants to pay an
assessment to the Crime Victim’s Compensation Account (CICA)
of $20. for misdemeanors. $40 for DUH’s and $50 for felonies One-
half of this money is then available to counties to set up Victim-
Witness Program's administered by the District Attorney’s office.
In Morrow County, Vi Wilgers serves as the Victim-Witness coor
dinator on a part-time basis. Her duties include contacting crime vic
tims and determining restitution, providing assistance to crime vic
tim’s who wish to be reimbursed for their lost income and medical
expenses, coordinating w itness appearances at grand jury and trials,
and helping victims through the oftcn-lraumatic court process
Under recent legislation, crime victims arc now given the right
to sit through a trial, and cannot be excluded from the courtroom.
In addition, they now have the right to be present at sentencing and
are given more input into the sentencing process.

This project has been in the "think
mg" stage for more than a year and
now w e've finally got all the
preliminaries lined up We’re excited
Particularly because this project is
close on the heels of the last "new
deal "

home use. but a real farm with com
inee uil intentions The greenhouse is
up. ttie seedlings arc up and we’ll have 20 yards of manure delivered some
time this week We plan to sell both fresh and dried herbs in our own brand
named glass jars (One suggestions was "Herb s herbs )
My psychiatrist says these new projects evidence a touch of mama He
counsels that the line between constructive and destructive mama is a tine
one indeed
The constructive mama brings an emotional high that is the reward for
living It’s a sense of euphoria tha only cxwnes with something new. adven-
