A school budget is an evolutuxiary
thing, growing up over several months
to eventually he come the multi page
document by which the district plans
to spend millions ««f tk»llars in the com
ing year.
Budget prepara!u>n begins with
carefully kept records o f prior year's
expenditures From that, nearly every
employee participates in nuking re
quests fo r the upcom ing year
Classnavm teachers, janitors and bus
drivers pass budget requests up the
I____ B» Ed Glenn
chain «if command to their department
heads, foremen and supervisors.
through the individual school principals to the district office Every step
along the way each request is questioned, examined and evaluated
D»e district office, the superintendent and his assistant prepare a com
plete budget document
And then the public scrutiny begins
Die budget committee. c«>mposcd o f the seven member school h«vard
and an equal number of committee members hold a senes o f "budget hear
ings" throughout the county That'* where the general public is welcome
to nuke comment on the proposed budget cither generally or on specific
items Based on that public c««mmcnt and their own impressions. the budget
committee nukes revisions in the prop«>sed budget before it is submitted
to the voters Dial's the way it's supposed to work
I attended the budget hearing last week in Boardman and I felt awfully
Umely There was the budget committee There was the superintendent
and his staff There was the collccti«>n of school principals A ll the par
ticipants were there
And there was me and only one o f my neighbors The "p u b lic " had
no comment
There w ill he plenty «>f my neighbors who w ill vote no’ «>n the com
pleted budget viaybe even a majority. Then the budget committee w ill
reconvene and wonder what else to cut and where and why. They’ ll «Jo
the best they can and try it again And there w ill still he those who vote ‘no’
It would he so much easier if my neighbors and friends throughout the
county would go to the budget committee and say their piece before the
budget is completed, like it ’ s supposed to work The committee w«»uld
then krniw how the voters feel and c«>uld better prepare a budget consis
tent with the desires o f the public Maybe even ««ne that most o f us could
approve
Diere is still time, the next budget hearing in on the 25th o f January
