At present, any student in a rural
area high school who lives too far
from a community college to com
mute daily is at a disadvantage upon
entering a school of higher educa
tion In urban areas the college-
inclined have access to college
preparatory classes while rural
students do not

Dear Servants of “ WE THE
PEOPLE",
You have moved against me
again, true to form with a failure to
appear for dates 7-24-87, and
9-24 87 on a case identified as
DC 87 8, would you let me in on
this since it s against me. why must
I find out from strangers. I have
carcluly checked all my records and
find nothing trom you of such a case,
or is this another one of your
sc hemes to trap and otherwise harass
me as you have all along You arc
a little difficult to deal with when you
don't bother to share your fantasies
with me, at least, that I might rcs-
pond with lawful paper work,
though you don't respond to me or

The G overnor's plan to spur
economic development was a strongly
touted c ampaign promise and has now
begun to surface in specific programs
The heart of the project centers around
a reorganized Department of Economic
Dcsclopmcnt charged with spending
the lottery profits, and a collection of
Regional Economic Development
Strategies to guide that expenditure
The lottery profits were supposed to
finance economic development from
the very beginning hut with cost over
runs and all. success was not a word one am id apply to the idea
Goldschmidt's overhaul projected $25 million for the purpose over the
next two years
Even hef(/re the Regional Strategies program was announced, the Cover
nor had committed $15 million for the Oregon Convention Center in
Portland, several more million for a similar facility in Eugene and a a m
ple of million for a Bend center The regions are being coerced by the
Department of Economic Development and the strategies arc being writ
ten around tourism a* the target industry.
Morrow County's committee is in the process of structuring a region
and a development strategy which looks like a tourism based target just
as the department wants
Thus it appears that Governor Tom McCall’s slogan of a few years ago.
which many observers claim actually retarded economic development in
the date, has been resurrected by Governor Neil Goldschmidt McCall
