ll is not very often that the parents
o f our young people and the patrons
o f the arts receive recognition for a
job well done T o o often we only
receive and return praise when it in
volves a special event
W e all need a kind word o f cn

strengthen our creative pursuits It
is with this in mind that I write this
short note o f recognition to my
supporters
As an instructor and representative
of the arts within M orrow County
for the past ten years, I have seen
some exciting events take place in
the arts.
W hen we invited the Artist in
Education Program into our schools
three years ago to complement our
program, it was the excellence of the
I E A representative. Sandy Brook,
the enthusiasm o f our students, the
financial support of our patrons, and
the staff in our schools that endors
ed the A I E program throughout the
school district Th e Artist in Educa
lion program is now initiated once
a year throughout our Elementary
and jr high programs
It was the annual Art Show in con
junctHHi with our music program that
you as a community supported which
was a real plus for the students Your

O n December 2 lvl the board will
meet to discuss the input received
from each of the communities and
work towards making major dcci

one* to make and the board must
know how each community feels and
which options they w ill support
I have lei the superintendent know
which options I prefer How ever. I
am only one person and I don't
believe I speak for the entire com
niunity of Heppner Each and every
person has a responsibility to let the
board know their feelings about the
i^Xions outlined Please, call a hoard
member or the superintendent to
discuss the options available Ix t s
all become informed mi that we in
turn can inform the hoard

sum I ve had the honor to watch
John chair the Planning Commisaion
and he w ill be hafd to replace, both
on the commission and as chairman
Am ong the reasons for tendering
his resignation. John listed tfie work

more time to his personal life He
will continue to very ably guide the

commissioners
Difficult as it may he. (he County
C ourt w ill he searching for a new planning commission member There
will he those who will lobby for a resident o f lone or environs to " m a in
tain geographic balance" on the commission There w ill he others that
w ill argue for a " N o rth e n d e r." They w ill first point out that the huge
majority o f land use decisions handled by the planning commission in
volve land lix'jtcd in the north half of die county and therefore, it should
be a resident of that half of the county Secondly, they w ill claim that
sinc e the m ajority o f county residents live north o f the Bom bing Range,
it's time for a majority o f some N u r d , commission or committee to come
from that area
Neither side w ill recogm/c that we need the best p e rvin for the job
and that place of residence is simply not a qualifying characteristic
W hoever is apnointed. let's hope they have the foresight to appoint
a hearings officer conduct public hearings Th is aspect o f the com m is
sion's work unnecessarily bum s up much of the commissioners’ time
So long as the commission hears contested cases, little time w ill be left
for real planning M ore commissioners than John w ill feel the need to
resign to have any time for other things Besides, a hearings officer would
probably do a better job of handling the very technical aspects of con
tested case hearings.
Die County C ourt should make a position on appointment of a hear
ings officer one o f the considerations in selecting a new commissioner,
and not make the appointment based on place o f residence.
