that the Port ot M orrow Commission
is interested in d ividing the d iv lric t
into /ones lo r the purpose o f elec
ting commissi«mers The Port disinct
is County wiiJc. unlike some ports
that only include a city or an area
less than a whole county Presently.

Presumably, the /«mes w m ild
divide the county into city based
areas to assure each community
representation on ihe c«»mmissi«>n
Apparently, the idea is that if one or
m«>rc community «Iocs n*H have its representative, it w ill not share in
any hcnctit the Port may he able to offer Dus is the sank’ plan wc use
fo r electing U S Senators frtim each stale, stale representatives from
legislative districts and most of the school board from attendance areas
As I sec it. d ividing the county into /ones for the clccction o f Port
commissioners would have tw o major effect*, (aside from continuing
the C iv il War* fir s t it would shift the majority o f the live member com ­
mission from ihe s»«ulh part o f the c«*unty to the north The Supreme
Court rules on *‘i*ne man, one vote“ would require that the /«»nes be
nearly equal in population s i/c and a m ajority of the population o f the
counts resides in the n«>rth H istorically, however, that population has
not been as p olitically socialized as the south, therefore, the south has
been able to elect a m ajority f<> the commission in recent mem ory
Second, it would lower the over all quality o f the commission W’ith
the entire county to draw from each time wc need to elect a new c«>m
missi«»nerts*. we have had an excellent selection o f candidates w ith a
/one plan elim inating all hut those candidate* from a specific area, wc
would greatly increase the chance o f having only mediocre candidate(s)
to chose from I ia n 't believe that the worse candidate from «*nc area
would always be- better than the best potential candidates from all the
rest «>f the cimnty
