The Morrow County Court hat approved a perm it application fo r the
dump, and buttnett and other groups have endorsed U On the other hand
a county-wide vote on the project, and a possible appeal o f the court ac­
tion is possible. The lie part men! o f Environmental Q ualm still must a p ­
prove the landfill plan, and contracts » ilh customers to use the landfill
still have not been obtained.
The following is a description o f the landfill, and how it will be built
and operated Facts for the oracle were provided by Tuiewater Hargr lines,
the company backing the project, and Tidewater’s consultants.

as garbage, rubbish, refuse, ashes, waste paper. cardb«>ard and sim ila r
material According to Tidewater, hazardous wastes w ill be kept out o f the
f ill by trained personnel inspecting the waste as it move* throughout the
shipping and dumping process
M orrow county residents w ill be allowed to dump at the site, and recy
cle bins w ill be available at the site
I he waste w ill arrive at (he landfill on trucks in sealed containers Upon
entering the dump, (the entire area w ill be fenced o ff), the trucks w ill be
weighed, and then w ill proceed to the "a c tiv e " area <>t the la n d fill The
containers w ill be dumjx'd by "t ra ile r tip p e rs", which lift the entire truck
in to the air The waste w ill immediately tv spread and compacted by land
f ill equipment Cover so il w ill be- applied during the day to control blow­
ing litter

How will the garbage get here?
Garbage w ill be collected at cities and metropolitian areas along the Col
unibta R ise r Ihe waste is collected in large concrete dumping areas in those
cities, where it w ill be separated lo r recycling, and then compressed and
compacted and placed into 40 hint scaled metal containers The containers
w ill he trucked to d ik k s on the riv e r, and loaded on barges fo r the trip
up ris e r
Upon a rriva l in Boardman. the containers w ill be unloaded at the Port
of M orrow in Boardman. which has special handling cquipnk'nt to take the
containers o ff barges and onto trucks Ih e trucks w ill travel from the p»irt
area, over Ullm an Boulevard and onto the Interstate 84 freeway They w ill
leave the freeway at the Boardman interchange, and then onto Bombing
Range road lo r the trip to the landfill

representing one day s worth o f garbage At the end o f each day the waste

Covering the waste at the end o f each day w ill prevent insect and rodent
problems, m inim ize ik lo rx and control blowing paper
When portions of the land fill are ready fo r closure, a s ix to 12 inch layer
o f compac ted day rich so il is placed over the daily s ix inch covering The
clay so il is compacted and finally j 36 inch layer o l so il is placed over the
clay cap and rc planted with vegetation Dumping w ill then move to another
area of the la n d fill and the p rivc xs w ill start all over again, until the entire
510 acres is used and the land fill closed

The closure portion of the landfill operation w ill last at least 10 years,
alter the last load is dumped, and w ill included erosion control, weed con
tro l. regrading and drainage system maintenance, operation ot any leachate
and gas collection systems, and continuation of all monitoring systems.
