Because o f increased mechanization on the farm and in the
sawmills, we could see a long-term deterioration ol our town
and local economy, an economist with the state of Oregon told
the Heppner Chamber o f Commerce Tuesday
Richard Kuc/ek. a labor economist with the employment dot
sion in Pendleton said that surpluses o f wheat are not going
to go away, and that sawmills are going to become more efti
cient. As a result small towns like Heppner are going to lose
lobs, people, and the paychecks they spend here
All this sounds pretty doom and gloom to a town whose ex
istence is based on wheat and timber economy Although
Kuc/ek did not give a definite timetable tor the decline and
tall of south Morrow County, he left no doubt that he feels it
could happen
ficonomists are not known to have perfectly clear crystal balls
Usually there is a different theory for each economist, hut what
he says may he worth looking at
Diversification is the key. says Kuc/ek, to keeping a town
healthy He pointed to tourism, which is being worked on here,
and a retirement community, which the hotel project would pro
vide, as good examples ol Heppner's awareness of its need to
diversify. But Kuc/ek also used the phrase "value added" in
his talk on diversification.
Value added industry is nothing more than a processing plant
that processes, or adds value, to a raw commodity in its area

Right here in Heppner we have a value added processor Kin
/ua Corp does not just cut logs and ship them oft to be pro
cessed elsewhere. The company makes lumber, chips, and elec
tricity right here, adding value and adding |obs to our town
Why is there no value added industry with the huge wheat
crops we produce in this county ’ W hy is the wheat not milled,
processed or otherwise worked with here in our community?
Has the possibility ever been throughly explored ’ These are
questions, we at least, could he addressing
But who is we. the Chamber, the Heppner I conomic
Development Corp. the person on the street Yes and no We
should all be talking about possibilities, hut an organization w nh
resources and expertise should be studying South Morrow
County.
The Port of Morrow . w ith its bonding power and experience
and work with processing plants in Boardman. seems to he the
logical agency to pick up the hall and spearhead the efforts
Many people may not realize that the Port of Morrow ae
tually includes the entire county. We don’t realize this because
other than the figure on our tax statement the por is not very
involved with south county. Most o f its work has been in the
Boardman industrial park area
Perhaps it is time that some o f the inequitable distribution
of port funds, time, and effort be distihuted more evenly over
the county. As many people know. we have been contributing
to the port w ith taxes and the time and effort o f south end port
commissioners. |ust to see most o f the truns of those efforts
going to the north county.
Maybe now is the time tor a full blown effort by the port
to come in, spend some time and money and do a professional
study of the economic possibilities of south Morrow County.

o f an industrial park, to support the processing ot wheat
Maybe a study such as this has been done in the past, and
is sitting on someone's shelf covered with dust It appears it
should be done again, and the Port of Morrow right in our
own backyard, is the logical one to do it
