Finish 1986 business; approve sch<H>l levy
To the Editor
As i new year begins the voters
of Morrow County have an item of
unfinished business from lUHft fhe
funds ncsessary to balance the school
budget, without cutting programs,
have yet to be approved
On January 13. the voters arc he
mg asked once again to approve a
three year serial levy for 3366.7.36
The passage of this levy would raise
the assessment an additional 42* per
thousand Adding this amount to
prior assessments would raise the
total school tax b ill, less bonded in
debtedness, to $7 22 per thousand
Phis figure is about one half the rale
that other districts in this area are
paying Approving the $7 22 rate
would bring the total figure to
SI 19.604 less than the current
budget
Without these funds about 23
employees that signed a contract to
provide their services to the district,
for the year, would be terminated
fbeve individuals have honored their
part of the contract, but the district
would have to renege on theirs Our
teachers, us voters, las payers,
neighbors, and friends, deserve a
better fate
Unquestionably. a first class cdua
tion is not inespensivc and Mtirm w
County has certainly seen better
economical conditions than now ex
ist These factors are valid reasons
tor holding the line on expenditures
Numerous committees have remos
ed over V 7 1 2 .(MM) from the budget
that could be delayed until a later
date, knowing that a delay in some
areas is certain to cause additional
expenses in the future Delaying the
pure have o f text hooks and not ade
qualrly repairing the physical plants
in the purest definition of false
economy
There is but one school district in
Mormw County , creating situations
that many districts never have to ad
dress Imagine the busses required
and the logistics o f transporting
students from an area o f over 2000
square miles That equates to
roughly the si/e o f the state of
Delewarc or twice the si/c of Rhixlc
Island Undoubtedly a d ifficult and
expensive task
These are only a couple o f items
that warrant your considcialion
when you go to the polls
Many voters arc concerned about
matters other than the budget Ap
proach your local school ad
nunistrators, the district office, or
yivur elected representatives about
these concerns Voting against the
budget penalizes the entire educa
tional process and doesn't address
your specific question or problem
The ccononuc climate in Morrow
County w ill undoubtedly come
around When this happens let's not
be in a situation o f having to play
"catch up” in our educational com
mitment Status quo is lough catch
up is next to impossible
le t's finish our IdKZi business

Vote yes for Morrow kids & schools
To the Editor
Do the voters of Morrow County
realize we have one of the finest
school systems in the state o f
Oregon’ Morrow County schools
have proved themselves time after
lim e both sch o la stic a lly and
athletically at state and national
levels Die education that I receiv
cd at Heppner High School has
enabled me to pursue the career of
my choice at a major university I
was selected one of twenty from
over 2(H) applicants to participate in
the Radiology program at Boise State
University I am deeply indebted to
my fine teachers and counselors at
Heppner High School lor helping me
achieve my goal
I would hope all students in Mor
mw County be able to (use the same
opportunities I had Please vote yes

Disappointed in school officials
To the Editor
As a concerned parent I aril very
disappointed in the school officials
for using our children as pawns in
the political game Prior to the last
levy elections my children have
come home from school very upset
The children are being placed in tear
o f losing their school They are in
fear o f losing teachers they like and
the school functions they have come
to enjoy Has rmvney become so im
portant to our Educators that they
w ill compromise the way they treat
our children in order to pressure the
voters into passing the school levy ’
I don't believe these kinds of dir
ty politics have any place in the
school system Our young children
do not need to have this kind ot
pressure at school I think Us ( him :
the school officials sought another
way to influence the voters besides
using our children
Thank you,
(s) Cydc Skroch
To the Editor
A very controversial matter has
hcen brought to our attention and we
would like to lake this time to clear
that matter up
< >n January I 1 the sorers of Mor
row County w ill once again decide
the late of our education as they w ill
be voting on a special serial levy to
balance this year's budget
W'c. as students, stand to lose
many things should this serial levy
again be defeated
First, and most im portantly,
counselors, librarians, and many
teachers w ill be lost
Our counselors arc a very impor
tant part in a well run school We.
as seniors, definitely w ill he at a loss
as we need the counselors for
guidance in choosing a careei and
lor pmviding us with scholarship in
formation to pursue a career
Our librarians are responsible lor
keeping the library, or the media
center, up to date with current
newspapers, magazines, and books
as well as arranging for use of all
v ideo equipment
Another tremendous disadvantage
of the failure ol the serial levy would
be the loss o f extra curricular ac
liviticx fhese include field trips,
sports, elementary music and art.
and trubooks
Field trips allow students to learn
outside the classroom while sports
help promote physical growth and
teach the values o l teamwork in a
competitive atmosphere
And just think o l all these pro
grams and activities you had when
you were in high school W ouldn't
it hr unfair if we lost thow programs
and activities’
W ith all this in nund we urge you
to vote yes on the venal levy on
January 13
Sincerely.

Schools necessari for industrial stabilii
To the Editor
Dear Morrow County Residents
Why is Morrow County 's tax rate-
one o f the very lowest m Oregon’
Ihe Port of Morrow's recruitment
of businesses like P ( i I Coal I ire.
(¡ourmet Brands, longview Fibre,
etc means that 60* ♦ of cvcrv tax

We now arc faced with the fact
that our county's is the itvisl negative

News |H-ople like Russell Sadler
and more recently the (iovernor

the threat of closure has on our na

has carried stories of the Eslocada
School closure We can only hope
that Morrow schools are nol added
to that list in the future
Your Port Commissioners feel dial
recent failure to finance our schools
is taking us * nit ot the competitive
market lor industry which w ill
employ people w ith children
Nothing provides mote negative

closure, or threat of closure of its
schis'ls
We ajijH-al to you not to place this
millstone around our necks We
need to continue to be noted for the
kind of climate that supports m

Please take your problems to your

Home ec not just cooking & sewing
To the Editor
I js t year the Morrow County
Home Ec teachers asked several of
us to serve as volunteers on a Home
Economic t-ducation Advisory Com
miltee to assist them in developing
goals for their department and to
facilitate communication between
school and community ( >ur commit
tee includes representatives from
business, professional, young
homemaker, retiree, disabled,
m inority, single household, public
service and otfiers We have enjoyed
being in this group and have learn
ed a lot about die Home Ec program
Erom this experience, we agree
that the main thing we want to tell
the public is that Home Ec is no
longer just cooking and sewing
many people think We found thaK
these classes also teach con
sumerism, child care and develop
ment. family relationships, money
management in family finances,
decision making, housing, and home
management In short, they are o f
fering training in basic living skills
not taught in any other department
We found the Home Ec teachers
to he responsive to the needs of
students and to our committee's vug
gestions for example, in increased
consum er education, in tim e
management education, and in a
Food Science class which meets the
basic science requirement
T hro u g h o u t, we have been
favorably impressed with our Home
Ec teachers, with their competence,
their dedication, and their desire to
keep up with the times and to be
responsive to the needs o f the com
munities. but most o f all. with the
careful and capable work they arc
doing in their classrooms Visitors
are always welcomed
Regardless o f one's occupation,
what can be more important k> a hap
py. effective life than attaining basic
living skills’
Home Ec is no longer just cook
