Commissioners approve emergency
funding

Bears Workshop as soon as it
becomes a non-profit corporation,

working without salary during the
summer months and because the
center has had only V* full time
kids has had to pay many of the
center's expenses out of her own
pocket With 16 full lime kids,
W elborn said the Center could break
even She was willing for awhile to
continue without salary , she said, but
could not continue meeting expenses
also.
The center is licensed for 30
children. Spicer told the court, and
the license can be extended to in
elude five more children
Spicer reminded the court that a
daycare center operating in Hcppncr
about 10 years ago lor three or tour
years experienced an increase in full
time children when school started
because high school age babysitters
were no longer available
•''The problem." Spicer said, "is
that a daycare center can t be fund
ed properly on a private ownership
basis If it becomes a non profit
organization, it becomes eligible for
granbv. the federal hot lunch pro­
gram. and other possible sources of
income including fundraisers for
specific items needed for center
operation
Spicer told the court that she was
not charging the Day Care Center,
but was donating her time in filing
papers lor non profit status She also
told the courl that it would not be a
problem to set up a required board
of directors for the non profit
daycare center and that once
established the board would look at
and consider all cost saving
possibilities lor the daycare center
Morrow County Judge Don
McElligott told the delegation that
they had nude a good presentation
and obviously needed emergency
funding, and since there was not a
single, large business which
employed most of the parents using
the center's service, he didn't know
where they could get the emergen
cy funds except from the county
out that the county could not sub
sidi/c a private business and could
not authorize any funding until it
received notice that the daycare
center had become a non profit
corporation

ing to consider the Planning Com
mission's request for a zone change
from industrial to rural service

A fast moving electrical stomi
Friday night brought reports of
several fire* caused by lightning
strike* Hcppner Fire ivpartmenl
w ith four rigs responded to area* on
Willow Creek Road where fires
were reported during the height of
the stomi One fire was fought on
weeds and grassland on the Tetry
Thompson land near Willow Creek
dam
Two other fires were put out about
seven miles south on Willow Creek
Road, one on Dick Wilkinson pro­
perty and another on land belonging
to F.verct Harshman

The group also discussed the re­
cent failures of the Morrow County
School budget, and agreed that a
strong school system is essential to
the betterment of the county The
group agreed to work actively
toward passage of the school budget

renovation of the vacant lot in
downtown Hcppncr. and agreed that

were out about one hour
Sunday afternoon about I 30 throe
truck* were called to the Kinzua
plant where a several hundred foot
thick chip pile had caught tire on one
side and was burning underneath
Burkcnbinc said Kinzua brought a
bull dozer to the area and spread out
the chips with it. so firemen could
douse the fire with water
It took all throe trucks about one-
half hour to extinguish the blaze
Burkcnbinc said, source of the fire
was unknown

The Hcppncr Morrow County
Chamber of Commerce voted Tues­
day to go on record in support ot the
current school district levy
School district levies have been
defeated three times this year, and
the district is asking for a one year
levy of $5,140.643. and a three year
levy which would raise $473.786 for
each of the next three year*
The school budget election will he
null in Voters should he getting
their ballots soon, and they must he
returned to the county clerk no later
than Sept 16
The chamber also discussed ac­
tively going out into the community
seeking support of the budget, in­
cluding placing signs urging a ye*
vote in business windows and put­
ting up lawn signs
