Tree pruning comments in jxwir taste
To the Editor
Alter reading Mr Fundin'» coni
merits in last weeks Gazette about
how the trees at the fairgrounds were
trimmed, one would think that the
trimming was done hy a proles
sional While Mr 1.undin is
knowlcdgahlc about the care ot
trees he is n»« very knowlcdgahlc
about the maintenance of our
fairground facilities
The elms al the fairgrounds arc old
and tall They have been a hazard,
due to the dropping of debris and
dead limbs, etc We have sprayed
them for years, and recommended
the trees he trimmed Alter three
years ol trying to locate someone
who would trim them at a nominal
fee. the lair Nurd approached Col
umhia Hjsm Electric Co op about
the use ol their equipment Colum
hia Basin gladly donated the- use of
the equipment and the men donated
their lime These men did not pro
less to he expert tree trimmers, hut
realized that the job needed to he
done They spent u long, cold day
on top the equipment to get the |oh
done We should he thanking Col
umhia Basin and these men. not slap
ping them in the lace with criticism
Elm trees are hardy and Em sure
that wc will sec these trees leafed out
and giving good shade in another
sear
Criticism is hard to accept when
you have done the best you can with
the resources you have Mr I.undin
should he suggesting ways to ini
prose the project and offering his
help not critic tzrng the way it links
Since he was aware of the sir
cumstaiices, I tccl his comments
were in poor taste
Our fair hoard members have
done a great job of keeping the
grounds looking attractive and neat
They have a limned amount of
money to work with, and are not ini
niiitie lo budget cuts These people
donate many hours not just at fair
time, hut all year Wc should ap
preciate then ellorts and give them
a pat on the hack of a job well done
II there are many people who would
like lo donate money or time to help
with the maintenance of the grounds.
I am sure the lair committee would
welcome your supjiort and help
Sincerely

The Stale has mandated the coun

county efforts are subject to annual

We arc in the procevx of getting
a petition to change the distribution
of 34 percent ol the lottery funds
from economic development to
primary and secondary school sup
port, as an offset to properly taxes
The money, including interest,
would be distributed according lo
school district per capita, and would
he m addition to the hasic school
support allocated lo the school
district» by the state legislature and
administered hy the State Bojrd of
Education
W'c feel that this change would
help cupport the schools, as well as
give property tax relief, which in
turn, xhould help existing Oregon
businesses and draw new businesses
into our stale
We realize this is not the complete
answer to the major problem of
school support hut it is a beginning
Many people have told us they
would buy loners tickets if the
money were going for school sup
port, others have said they would
buy more tickets
The initiative petition has been
sent lo the Attorney (icneral for a
ballot title After that, there is a
period of ten days that written op
position can he sent to the Secretary
of State We were advised by the
legislative council that it would he
to our benefit to write an argument
in favor of the initiative We arc ask

because time is of the essence, we
are compiling a list of names and ad

Fair Board strives to reduce spending
To the Editor
Passing of budgets and ways to
reduce spending in the face of our
economy, plays a major role in all
taxpayers' minds, however, changes
arc not always readily acceptable
The Morrow County Fair Board
strives to he attuned to the needs of
the community and county. and one
of the ways to reduce spending costs
and create a multi use center lor the
community. is a proposal hy the Fair
Board, offering a 100' x ISO'
building site on the Morrow County
Fairgrounds to the Senior
Citizens Building on the fairgrounds
instead of the formerly planned site,
would climate county lax dollars
spent on a needed access bridge and

ing of the street and parking areas

the proposed ft0‘ x 80' building

The Morrow County Fairgrounds
has the potential for increased ac
tivities which would generate
revenues for the city and county In
creased tourism hy outdoor groups

tournaments cinild he acconunodatcd
at the fairgrounds with the addition
of said building, which could oiler
kitchen facilities and additional
meeting space Compatible with the
other fac limes on the grounds, users
would have fewer conflicts in
scheduling events, and still have the
benefits of picnic areas, hall fields,
and travel trailer space to pros ide ac
commodations heyonc the limits ot
the one motel and one R V park
within the city of Heppner
Should the Senior Citizens accept
the proposal, a conditional use deed
to the Seniors would include a rcser
sion clause stating that should the
Seniors no longer operate a center,
the building would revert to the con
trol ot the Fair Board The building
and its operational costs are assuni
ed It Hally by the Senior Citizens, and
the Fair Board would have tree-

The fairgrounds site would reduce
