Pioneer Humane Society provides

To Ihe editor
I said to the lady, ‘ Are you a
member of Ihe Humane Society’ "
"Oh, no," she replied decisively, " I
already have a dog "
II actually happens, this kind of
"non-oomputable"answer, which
betrays a total lack of understanding
of what Pioneer Humane Society is.
and what il accomplishes in Umatil

Pioneer Humane Society exists,
and can continue to serve, only in
proportion to the support it receives
from the public Below are facts we

•Pioneer Humane Society is a

which receives no governmental

Everyone who works in Ihe Pion

volunteer, a "n eigh b or" who lives in
Umatilla or Morrow County, and
who gives generously of his her
lime, and often, money, to help the
people of these two counties solve
their animal problems
One would not ask a neighbor to
keep Ihe stray dog that came to
one s doorstep nor would you ask
your neighbor to get nd of Ihe
puppies your pet produced or lo put
to sleep the injured cal you found by
the roadside If circumstances prc
eluded you doing Ihe Job yourself,
you would offer fo pay your neighbor
lo do II for you
Yel people think nothing of calling
lo say
"M y cat had this litter of

All people living in Umatilla Mor

a Humane Society working in the

there are few er stray dogs
attacking country livestock or dirty

is at w o rk . fewer cats spread

FORE’s intention to stimulate more
discussion of school finance
To the Editor
Most of Oregon's school districts
will begin their budget planning for
Ihe 1986 87 school year in November,
which Is why the Foundation for
Oregon Research and Education
(F O R E ' released Us survey on Ihe
cost of education our children earl
ler this month
The report, which
offered no conclusions, was pre
senled to Ihe citizens of ( Iregon in an
effort to stimulate their partici
pat ion and discussion on school
finance policy issues The response
10 this report by Oregon's School
Superintendent Verne Duncan was
that
this kind of data was
"meaningless
and that "voters
should not lie influenced by the
report "
F irst. let me stale lhal il has never
liren FOHE's intention lo influence
the outcome of local school levies
with this or any other report
released or lo lx- released by FO RE
in coming weeks
Oregon prides itself with main
taming strong local control over ils
public school system
liut as the
w ave of school levy deleates swells,
11 would lie prudent if the educa
tional leadership of this state real
ized that Oregonians are asking for
an accounting of where and how
their lax dollars are spent
Second, every effort was made by
FO RK lou se 'and v e rify ' nationally
recognized sources of information
prim arily. Ihe National Center for
Education Statistics (N C E S i, the
US
Department of Educations
primary source of information, and
the National Education Association
N KA
These are sources our State
Superintendent often uses lo report
on how well our schools are doing
In addition, FO R E used Oregon's
Department of Education School
Dlstricl Audit Summary, which
local school districts are required lo
file each year, as its source of
information on the 32 large school
districts used in the FO RE survey
We did so lo insure that the tnfor
mation is uniform and accurate
When ihe Stale Superintendent
argues that there is no commcir^
reporting system among Ihe stales I
must remind him lhal Ihe National
C en ler of Education S tatistics
clearly sets forth its reporting guide
lines in its publication entitled.
Financial Accounting for la x a l and
Stale School Systems
The Center
is responsible for Ihe collection and
dissrtn i nation of "statistics and
other data related to education in the
United States and in olher nations
The Center shall
collect, collate,
and from time to time report full
and complete statistics on the
condition of education in the Uniter)

Itii
does little lo reassure Ihe citizens of
the state Ihul their money is being
well spent Likewise, il does little lo
tioosl the morale of educators who
receive little attention for doing a
good job
EORE urges each citizen of this
State to take an active role in
shaping school policies in their
communities This can be accomp
lished by attending local budget
committee meetings and by partirl
(wiling in their local school board
meetings In short, citizens should
become involved in their local
schools
Their participation will lead to an
improved education system and
place them among the ranks of those
working to resolve school finance
and curriculum issues The alterna
live is to sit on the sidelines, as a
silent observer, which makes them
part of the problem lhal must be
overcome if Oregon's education
system is to reach its full pnlenlial of
excellence
