14 and 15 have confessed to breaking

new supplemental prue program
Spin Pal on August 9 The concept
had been approved earlier by the
Lottery Commission, July 23. but
implementation of the program had
to await distribution of Spin Pal
rules and the official Spin Pal
envelopes to the Lottery's nearly
3.UU0 authorued retail outlets
'The rules and envelopes will be
in Ihe hands of about 9ti percent of
our retailers by August 16th. ' said
Smith
"People may start sending
in their five valid non winning
tickets in the special blue envelopes
any tim e," he added
Smith s announcement came in
anticipation of the first Spin Pal
drawing to be held Saturday. August
17 on Ihe Oregon Lottery Jackpot
Show, shown weekly on U-H F Tele
vision Station KKCH Channel 22 in
Salem and on KDRV, Channel 12 in
Medford at 6 30 p m The 30 -minute

received at Lottery Headquarters in

week's drawing," Smith added
