Keep business in Morrow County
Businesses professional groups and development organizations have
expended much effort in trying to keep business in Morrow County The
recent SI Patrick's Day celebration in Heppner is only one example
Businesses attempt to provide services and merchandise locally to keep

prohibitive Although the county has supported the landfill, it says it wants
out of the landfill business because if is not used by all county residents
County Commissioner Jerry Peck of Hnardman. however claims that
residents of Hoardtnan do want a site where they can haul items which they
cannot put in their garbage cans for weekly pickup
At a recent Solid Waste Disposal Committee meeting four of five city
mayors expressed a m-ed fur a county owned operated landfill which could
serve Ihe entire county The committee resolved to adv ise Ihe Court to turn
the landfill over to the cily of Heppner
At first glance, this may sound lik r keeping business at home, but the
landfill bas s life expectancy of about in more years Then the city of
Heppner w ill be at the same placr the county is now developing a new
landfill site Or. like the cities to the north Heppner will tie forced to
contract for service from an outside firm
Taxes from local businesses and property owners support local services,
therefore, local services should be provided The City of Hoardtnan should
not have lo pay for drop box service Transferring operation of Turner
laindfill to the city of Heppner is a backwards approach to keeping the cities
separate hut equal Perhaps it's time for Ihe county to serve "the entire
county by budgeting funds for a preliminary study of a centrally located
landfill site before landfill development costs are even greater

A dust storm of unprec«-dented
proportions for March swept over
Morrow County Sunday , as the high
wind prevalent over much of the
«-oast picked up the loose dirt in its
path and pul residents to much
inconvenience
The ext«*nt of property damage is
undetermined, though many bad
blows were reported in newly plow
ed fields Growing crops may have
la-on damaged some, hut most
reports indicate that the rain and
snow which followed on Monday
brought moisture to more than offset
the damage
Light and power service was
interfered with at intervals, and
telephone service was demoralized
with outside points
Those who ventured forth in auto
mobiles found vision completely
obliterated at times, and it was
necessary lo stop cars completely at
places At one time Sunday after
nmm. five cars were reported staled
bi-tween the Withycombe and Woods
(arms on the Olex road, with danger
of occupants smothering if assist
ance were not given immediately A
wrecker and stale police cars from
Arlington respondi-d and got the
cars out of difficulty T raffic was
halh-ri entirely on the John Day
highway between Condon and
Arlington for a time
Many farms homes suffered great
inconvenience and actual hardship
from

quantities of dirt drifted upon them
One of the worst cas«-s ctt«-d was at
the Julian Rauch farm north of
Lexington where the dirt drifted in
so badly that the family had to leave
It was rep*irt«-d that when they went
to look for their automobile, it was,
covered up completely by Ihe dirt
They were forc«*d to take refuge w ith
neighbors until the storm subsid«-d
Another case was reported south
of Ix-xington where forty acres
which a farmer had just plowed was
blown out entirely to the depth of the
furrow
Monday's snow and rain, which
for a time resembled a blizzard.
