mittee member Terry Thompson
explained that Turner wants the rent
increased because after locking him
into a Hi year contract for use of the
landlill at a set rent of Vaai Ihc
county re zoned the land which
resulted in increased taxes at the
landfill site
Thompson emphasized that the
county is losing approximately lin.
txaiper year now for operation of the
landfill and they would t>c losing
l.n inxi per year with Ihe increased
rent He theorized Ihal the city of
Heppner could, however, operate
the landfill on a break even basis bv
increasing its city tax support and
hv taking advantage of the $1 pet
year rental for equipment which
normally rents for tio.ixki
The county wants out of the
landfill business Thompson told the
committee "It's not a matter of cost
to the county per I nisi pounds of
disposal, but that county wide tax
dollars are used to support a landlill
which serves only the south end ol
the county which is not right
In response, former Heppner may
or and owner of Heppner Garbage
Disposal Service. Cliff Green, oh
served that the current county ad
ministration seems to have a policy
of matching one dollar s|>cnt in the
north end of the county with one
dollar spent in the south end of the
county There are two parts of the
county. different parts not good and
had just different
Therefore, he
said "The county has an obligation
to meet tile needs ol tioth ends ot the
county recognizing that they are
different and have different needs
Thompson agreed that the county
had an obligation lo ils citizens and
said that the county was willing lo
lease a county owned tractor for $1
per year and lo turn the la*xington
laindftll site for white goods over to
a private operator who would make
te landfill self supporting He con
eluded with the advice Ihal Heppner
would probably find it just us cheap
to have Hermiston Sanitary Dispos
al Service haul Iheir garbage as to
operute a landlill
Moth Green and Merle Jewell,
owner of Hermiston Sanitary Dis
posal Service, reported Ihal they
had been usked by the county lo look
al Ihe feasibility of operating the
landfill Kach had come lo the
conclusion th.it liability and lack of
volume would prevent a private
owner from making Ihe landfill pay
for itself
Jewett added that he
would like lo see a landfill remain in
south Morrow County
Hob Brown, representative from
Ihe I'ortland office of the Depart
mcnl of Knvironinenlal (Quality re
ported Ihal the IKII legislature had
said il would pros ide no more grants
for establishing landfills I’ relitnin
ary costs for determining the accep
lability of a stir range from $20 non
to $50,0110
(ill Hargreaves of Ihe Pendleton
DKij office cautioned that although
with minor adjustments, the Turner
(.undid! site would probably meet
renewal requirements for the D Ky
permit when it expires this fall,
there is no way lo guarantee Ihe life
of Ihe site Based on the amount of
room at Ihe site, when it liegins lo fill
up we are hesitant to guarantee III
years Also, says Brown there is no
guarantee that the regulations
would lie Ihe same Id years from
now
Heppner Councilman Marvin
Dine reported lo the committee that
allhough tie hud tried. Turner refus
ed lo negotiate with the city of
Heppner lieeause he was dealing
with Ihe county
l o tie resonable, ' summarized
Green, We need lo develop a solid
waste disposal district
an idea
which was discarded with Ihe solid
waste study of IH74' But Ihe city of
Heppner will have lo run it to get it
started
