This letter is not intended to cause
any ill feelings between the citizens
of Morrow t'o hut I did find it
rather amusing when Ken Turner
wrote a letter to the editor asking
that the A S C S and extension
offices not be taken out of lleppner
I hope the lleppner people now feel
what we feel in lone when they talk
about moving our high school to

Watch over water bills
Water the lifeblood of Eastern Oregon, w ill be a
central topic of this year’s Morrow Soil & Water
Conservation District Annual meeting next Tuesday,
March 12, beginning at 6:30 p.m. at the Lexington
Grange.
The SWCD is very concerned at this point about the
vast number of hills affecting water use that are
expected to In* introduced into the Oregon Legislature
this session.
Several of the over 75 expected bills w ill have
particular impact on our area of the state, and deserve
special scrutiny by those who would be most affected,
namely the farmers and ranchers who have water
rights, or irrigate
Now is the time to take a close look at these bills,
while they are being formulated in the Joint Legislative
Committee on Water Policy, not later, after they have
l>een passed into law by the legislature.
The legislative committee is headed up by Represen­
tative Carl Hosticka of Eugene and is co-chaired by
Steve Starkovich, a senator for Cancy. Members of the
committee in our immediate area include Mike Thorne,
a senator from Pendleton, and Bob Brogoitti, a
representative from La Grande.
Others on the
committee are from Portland, Coos Bay, Bend, Salem
and other areas of the state.
The Soil Water Conservation District is very concern­
ed about the future of this legislation, and what it
means to our area.
The annual meeting March 12 should be attended by
those with the same concerns.

Now that my children are in school
I. along with other parents feel
frustrated over some problems that
exist at school
problems like
sending children outside during ad
verse weather conditions, lack ol
playground equipment for all ages
and clean school grounds
Parental responsibility shouldn't
end when you send your children off
to school
Parent groups in lone. Hermiston
and Pendleton have become invol
ved in their children s education
They have promoted school spirit,
community involvement, sponsored
special school functions, bought

We have something so great in our
town and a lot of people do not
appreciate It It is our courtesy car
that is donated by Buzz Lynch lie
takes care of the upkeep, mechani
cal. tires, chains, and also owns the
car He has volunteers to drive and
must pay for the gas and oil These
do not come under the volunteer
status these must come under the
donation system to pay these drivers
and for the fuel to operate
Don't forget that if you lived in a
city or larger community you would
have to pay for a taxi or bus Think a
moment of that expense In Heppner
you can call the courtesy car and
just go to town for a time, just get
out of your house or you can keep an
appointment with your doctor, den
tlst. pharmacist, lawyer on tax or
legal matters, go grocery shopping
buy gifts for fam ily or friends cards
for holidays, even a lunch or dinner
with family or a friend
Personally my car was stuck in a
snow hank for 12 days and the
Courtesy Car w as there to take me to
and from work and shop tor my
groceries I thank God for that
Many people take advantage of
the Courtesy Car They think it is
free Sure it is if you cannot make a
donation hut MM percent can make
some sort of a donation
Our Courtesy Car is going down
the drain It needs donations from
the people that use and need it
It is not a free ride if is a courtrsv

that are donating Others think it is
for the bars and the imbreated. that
is not true It helps them, hut it helps
the senior citizen and the general

businessmen that were contributing
to this great service and was appal
led at the lack of support of many
others
Most of these non contributing
businesses have customers that are
senior citizens, people that drink,
and those with lack of transporta
lion Why do they refuse a donation,
when it would make their business
