original proposal by the Corps
was for a one lane gravel type
road closed to public access
which would run from upper
Willow Creek road along the
hillside and connect with a
city street on hospital hill
The city of Heppner w ithdrew
an easement for construction
of that road and the Corps
alternate plan is for a road
which w ill "zigzag up the
side of the hill to the top of the
dam
Bessey predicts a busy sum
mer for himself tiefore the
turnover of the project from
the Walla Walla district to the
Portland district office is com
pleted He has a H S in Civil
Kngineermg from Idaho State

A concern to many people
has been the leakage of water
through the walls of (he dam
Although leakage can still he
seen by the wet damp face of
the dam and in the gallery < a
tunnel which runs through the
dam - the recently completed
$2 m illion grouting project has
reduced that leakage by 90
percent
The leakage will
continue to decrease through
the years, says Bessey as
minerals in the water cause a
natural solidification of the
dam wail

sufficient to handle 4.000 acre
feet of water however, this
means that between the nor
mal 2.063 acre foot level of
water an acre foot is an acre
one foot deep behind the dam
and the top of the spillway is
«•nough area to handle the
amount of water which would
cause a "100 year flood, that
is one the size shich devastat
ed Heppner in 1903 For this
reason Bessey says, the pi»
sibility of w atrr ever spilling
over the top of the spillway is
extremely remote
Should
such a situation occur that
water must bo held behind the
dam above the normal pool
level that probably
what
would occur is that after a few
«lavs when the water levels in
the creeks subsided the water
would be allowed to go
through the dam at a rate
which would maintain a safe
level in the creeks
A control building at the
base of the dam contains two
larger pipes used in the spring
and a smaller pipe, extending
to a higher level in the pool
which would be used during
the summer
