The 1 984 Fair Premium Book
is dedicated to Bill and Jane Rawlins
Few couples have given as much of themselves to the Morrow County Fair through
the years as have Jane and Bill Rawlins. Their many years of involvement with 4-H,
their hard work each August in preparing for the fairs, Bill's long-time
Miperintendency of the Grain Department and Jane's present chairmanship of the
F air Committee testify to their dedication and service.
Jane was born in this county and has lived here most of her life. Her parents Etta
(Phillips) and Thomas Claude Huston farmed in the Eight Mile area, and Jane and
her older sister Jeanne and their younger brother Tom attended Liberty School and
then went through lone High School. Jane, a University of Oregon graduate, taught
English at Kosehurg, lone and Ileppner and has always been involved with
community drama, in the Lutheran Church and garden clubs as well as many other
grotis and activities
Kill Rawlins came to Oregon from his parents' dairy farm at Monticello, Minnesota,
after completing high school. He worked at Oregon City before coming to Morrow
County to work for the Hustons. He and Jane were married at her parents' home and
soon moved to Corvallis where Bill attended Oregon State College. They returned to
Morrow county after their son Tom was born in 1948, and they had three more
children and tn-gan their community service then.
Bill took over the Grain Department at the fair from Ken Smouse about 30 years
ago. Jane became leader of a 4 H sewing group when daughter Carol was nine years
old and kept that group working until the girls completed high school. Bill is a very
helpful member of Heppner's St. Patrick's Catholic Church. He is employed fulltime
by the county schools. Jane retired from teaching at Heppner High at the end of the
IWU school year.
Three of the Rawlins children no longer live in Morrow County. Tom, their oldest,
still single son lives on the Huston property where he has the Eight Mile Repair
Service and is building up a nursery business, concentrating on dahlia culture. Carol,
born in Pendleton in 1949, is married to Bill Brewster of the Oregon State University
faculty, and they and their children Matthew and Natalie live in Corvallis. Married
son John, born in Ileppner In 1950, is teaching at the University of Texas at Austin.
These three are graduates of Oregon State University, and John gained his Ph.D. at
Cornell. The youngest, unmarried son, Charles born in Ileppner in 1959, Is a graduate
of Western Kentucky University and Is known as an outstanding golfer. He is
presently living in F'hoenix, Arizona.
Bill and Jane now live in a flower-surrounded home at 260 S. Gilmore in Heppner.
The 1984 Morrow County Fair will again be a better fair because of the efforts of Jane
and Bill Rawlins.
