School dist. superintendent discusses alternative programs

A March 19 meeting of the
board of the Morrow School
District held at the Columbia
Junior High in Irrigon was
attended by not one new chal
lenger for current school
board positions to be voted
next Tuesday, Mar. 27.
Retiring Superintendent of
Schools Matt Doherty dis
cussed a need for alternative
programs to benefit children
who for social reasons or
because of psychological prob
lems are unable to fit Into
main stream school pro
grams. Doherty said money
for aides to help in special
training for those youngsters

Sandy Holtz of lone will assume the duties of editor of the
Heppner Gazette-Times next week. Presently typesetter at
the G-T office, Holtz has worked for the Gazette during three
different periods for a total of two years.
She replaces Patti ALstott of Heppner, who has accepted
employment at the Bank of Eastern Oregon in Heppner.
Holtz, 35, graduated from the University of Oregon in 1970
with a B.A. in English. She taught English for one year at
lone High School in 1970-71.
She and her husband, Elmer, have five children at borne:
Jim. 11; Brian, seven, Greggory, six; Brenda. four; and a
foster son, Eric Cook, 16.
IHS student submits
winning fair theme
The Morrow County Fair
Board met March 12 at the
annex building in Heppner to
consider themes for this
year's fair, reports Ruby
Munkers, fair secretary. Stu
dents from Heppner and lone
high schools submitted theme
ideas, and the winning selec
tion, "Progress - The Ticket to
Success," was sent in by
Kierin Doherty of lone.
The fair and rodeo queen's
coronation will be held this
Saturday, Mar. 24, at St. Pat
rick's Catholic Church parish
hall in Heppner. The event will
begin with a potluck dinner at
6:30 p.m. (see related story).
A dance will be held at the
fairgrounds beginning at 9
p.m. Music will be by Fire
light.
Plans for this year's fair are
now being made, Munkers
said. Entertainment for
Family Fun Night has been
contracted, and revisions for
the premium book are being
sent to the printers.
Anyone wishing to use the
fairgrounds should make ar
rangements with Munkers at

Underground Evangelism
rep. to visit Heppner
Marvin Sporleader, a repre
sentative of Underground
Evangelism, will be visiting
the Heppner Church of the
Nazarene on Sunday, Mar. 25,
announced the Rev. Floyd
Wilks, pastor. In conjunction
with Sporleader's stop in Hep
pner, the film "More than
Conquerors" will be shown.
The film will be shown at 11
a.m., Wilks said.
Filmed mostly on location in
various communist countries
in eastern Europe, the movie
deals with the problem of
reaching the ur.evangelizeu
millions of the communist
world, Wilks said.
According to the Under
ground Evangelism, one pas
tor who viewed the film
commented, "How can we in
the West remain silent when
through this film we have
witnessed the sacrificial faith
of those Christians who live
under the power of state
atheism? This dynamic por
trayal of revival under the
msot dire circumstances is
certainly a challenge to be
lievers throughout the free
world."

a program is in process at
Columbia Junior High school
and at A C. Houghton Elemen
tary, both of Irrigon, he said,
but one was needed at Sam
Boardman Elementary as
well. "There are probably 35
students who can benefit from
such a program in high school
and junior high," he said.
Such a program currently
offered in The Dalles is spoken
of highly byvteachers and
juvenile authorities, he said.
The board will review the
proposal.
Next Monday the consoli
dated school boards of Mor
row and Umatilla counties will
meet in Pendleton sharing
mutual concerns. Doherty
said.
Talking recently to eleven
different groups and sche
duled to meet with several
more before the March 27
school budget election, Doher
ty said the only negative bud
get feedback he has received
was from folks in Heppner
after the Heppner High School
band did not appear as sche
duled to play in the St. Patr
rick's Day Parade. No ex
planation was given for the
missed performance.
In considering the amount of
tax base they will need to
request from voters for the
upcoming fiscal year, the
board approved a plan that
provides for an increase of six
percent in the current tax base
during each of the two years
following the tax base elec
tion. The plan would allow for
some variation such as five
percent increase the first year
and seven percent the second
year. The board agreed to
place the request on the May
IS primary ballot.
Awards of three of the four
used buses auctioned by the
school district March 6 were
made to Northridge Church of
God, with high bids of $927.77,
$727.77 and $527.77. The re
maining bus was bought by
Eric Dick, bidding $1,069.69.
Concerning proposed work
on the park facility at the head
of the lake behind the new
Willow Creek Dam in Hep
pner, Doherty said there are a
number of people in south
county who are skilled in
laying underground sprinkler
systems. He said the proposed
baseball field could probably
be produced without much of a
money outlay, but with in kind
trade for skills. Concern was
expressed by board members
that a definite schedule be
negotiated for the Heppner
High School baseball team to
practice and play at the com
pleted game area.

the district for all drivers of
vehicles which carry students

pal. Bier, acting as district
program. Sixteen drivers
have completed van training
in Heppner, said Bier. In
response to board questions,
Bier stated that bus and van
drivers may not exceed 13
hours driving at any one time.
