riffs Department office at the
Morrow County Courthouse in
Heppner handled the following
calls, cases and reports during
the past week:
On February 26 - Dean Evan
Kennedy, 23, of Boardman,
was arrested by Boardman
police on a warrant for alleged
Failure to Appear on a Theft
of Services charge. He was
lodged at the Umatilla City
Jail.
On February 28 - Morrow
County sheriff's officers re
sponded to a tractor trailer
accident at milepost 17 on
Highway 207 near Anson
Wright Park. Driver of the
vehicle, Douglas N. Horton,
48, of Portland, was uninjured.
Also on February 28, Sebero
V. Andrade, 37, of Irrigon,
was arrested by a sheriffs
officer for alleged Fourth
Degree Assault and mena
cing. He was lodged at the
Umatilla Police Departent.
In a third February 28 inci
dent, a Boardman ambulance
resopnded to the Hitchin' Post
lounge in Boardman and
transported one male to Good
Shepherd Community Hospi
tal in Hermiston.
On March 1, a Boardman
ambulance responded to a
Boardman insurance office
and transported a female to
the North Morrow Medical
Clinic in Boardman.
On March 3, a Boardman
ambulance resonded to a call
from an employee at Simplot.
A battery had reortedly blown
up in one of the worker's
faces. He was transported to
Good Shepherd Community
Hospital.
In a second March 3 inci
dent, a Heppner ambulance
resonded to a call in the
Blake's Ranch area. A female
was transported to Pioneer
Memorial Hospital in Hep
pner. In a third March 3 incident,
Wade Bothwell of Heppner
reported the theft of a camera
to the Heppner Police Depart
ment. The camera was taken
from the front seat of his
vehicle while it was parked
behind the Heppner Elks
Lodge. The theft occurred
during the morning hours of
March 3. The camera is
valued at about $148.

The
Police arrested William R.
Maddern, 32, of Heppner, for
allegedly Driving Under the
Influence of Intoxicants. He
was released on his own re
cognizance. On March 5, Heppner City
Police and a Heppner ambu
lance resonded to a Heppner
residence for a female with a
possible shoulder injury. She
was transported to Pioneer
Memorial Hospital.
Also on March 5, a sheriff's
officer arested Sebero V. An
drade, 37, of Irrigon on a
charge of alleged Menacing.
He was lodged at the Umatilla
Police Department and was to
appear in district court on
March 6.
Obituaries
Frances L.
Williams
LEXINGTON - Frances L.
Williams of Hermiston, for
merly of Lexington, died Feb
ruary 28, 1984, at Good Shep
herd Community Hospital in
Hermiston.
She was born November 19,
1916, in Northport, WN. and
attended schools in Kellogg,
Idaho. In 1936 she graduated
from the Lewiston State Nor
mal School in Lewiston, Idaho
and later received her bache
lor's degree from the Univer
sity of Kansas at Lawrence,
Kansas.
She taught school in Kellogg
and in Heppner until her re
tirement in 1978.
Mrs. Williams was a mem
ber of the American Associa
tion of Retired Persons.
Cremation was on February
29. At her request, no services
were held.
She was preceded in death
by a son, Warren.
Survivors include Clifford
A. Williams, her husband of 46
years, in Hermiston ; a son, Lt.
Norman W. Williams, in the
U.S. Coast Guard; and a sis
ter, Rose Ann Hopkins, Valle
jo, Calif. '

Deserve better
To the editor:
I am truly amazed at the
court system in this county
(Morrow). As a native of
Morrow County 1 have been
more than impressed by men
and women who have adminis
tered the law. C.J.D. Bauman,
in my opinion, was one decent
man that for years served this
county with distinction. I cant
exactly remember the total
number of deputies that
Clarence had, maybe one or
none. How many do we have
now, are the citizens receiving
any better service now?
Phil Mahoney used to be the
district attorney of this coun- .
ty. I might not have agreed
with Phil but he had at least
the sand in his craw to talk to
anyone there was, as it should
be an open and available
means to county files that
pertain to individuals that
have questions.
The present district attor
ney, in my opinion, hides
behind his office and creates
personal vendettas against
citizens. The time was when
people in this county, would if
there was any dispute with a
neighbor, face that person and
lay it all out. The person in the
position now runs like a little
child to an office and refuses
to be open.
This date, February 21, 1984,
I observed a so called trial in
the courthouse. The lady
judge yawned and acted as if
she was bored stiff. On mak
ing a point of law in a ruling,
the judge stuttered, never

To the editor:
There is a season and a
purpose for all things.
The season of casting a
ballot is with us again. Na
tionally, the state primary
elections for presidential
candidates have begun. Local
ly, we will be casting our
ballots, March 27, on the Mor
row Co. School Dist. Rl
budget.
The purpose of each of these
is to reaffirm a "right" that is
denied to a great part of the
world's populatin. Yet, some
of us take it so lightly. Per
haps, for a different perspec
tive, we could change the
spelling to "rite," which
means the performance of
one's duty in a solemn cere
mony. Of the 1,316 registered vo
ters in the Heppner-Hardman-Ruggs
area, 546 voted on the
first County School Dist. bud
get in 1983 which was defea
ted. A total of 552 voted the
second time when the budget
passed. This means that less
than half of the registered
voters are rejecting or passing
the budget. A lot of us are
letting others have an impact
on our "rights" when we

quoted an Oregon law or any
thing else.
I hear a great deal about
injustices around the world,
and courts and officers of the
court are supposedly open, yet
when pertinent information
from the district attorney's
office was asked (for), the
information was refused.
On the 26th of November,
1982, a false court order was
filed against me, it had Judge
Ralph Currin's name on it
without Judge Currin's know
ledge or permission, yet when
I asked the district attorney's
office about it, I was denied a
copy of the false court order. I
also asked the presiding judge
for a copy and she stated she
was unable to do so (provide a
copy). What is the D.A.'s
office attempting to hide? Is it
above board or is it operating
a cloak of secrecy? The
document (false) is somehow
not available, although both
Judge Currin and the ex-district
attorney had knowledge
of the false document, along
with several other people. I
wonder what became of it?
This county, in my opinion,
is filled with hard working
men and women who are not
afraid to stand tall with their
faces to the sun. You deserve
better services in the above
mentioned areas of Morrow
County.

The proposed budget for
1984-85 is not inflated for the
purpose of surviving a first
round "no" vote, even though
the Heppner area has defeated
the school budget on the first
vote every year since 1976. A
very competent budget com
mittee of tax paying citizens
has worked with school people,
and the school board to pro
pose the best budget possible
for our tax dollars.
The tax rate of $7.17 per
$1,000 assessed value for
1983-84 testifies to the dili
gence of these people. Com
pare our tax rate of $7.17 to
those of Pilot Rock, $16.30;
Echo, $28.12; Umatilla, $17.49,
Hermiston, $14.16; Stanfield,
$17.88; Athena-Weston $13.24;
Helix, $17.73.
I urge those who recognize a
bargain when they see it to
unite with the other communi
ties in Morrow County School
Dist. Rl to pass the budget and
avoid the added expense of a
second election. Protect your
investment vote to keep
good schools.

graders will take standardized
achievement tests which have
been given annually since
1974, the district has an
nounced. Later in the spring,
students in grades one through
eight will also be given
achievement tests.
According to John Edmund
son, assistant superintendent,
classroom teachers can use
achievement test results to
analyze individual students'
strengths and weaknesses in
. subject matter areas. Tests ,
cover reading, mathematics,
language arts, social studies
and science.
The school district board
and administration uses the
district results to identify
areas that need more empha
sis within the district or within
given schools.
In general, Morrow Coun
ty's students score at or slight
ly above national averages in
the various grade levels and
subject areas, according to
Edmundson.
Although the testing takes
quite a bit of time and ex
pense, the district feels that
the information justifies the
expenditure. Approximately k
$4,700 is budgeted annually for '
scoring services and testing
supplies, he concluded.

Four men who had been
arraigned on charges of bur
glary in Morrow County Dis
trict Court have waived a
grand jury investigation and
were arraigned in Morrow
County Circuit Court last Fri
day, reports Morrow County
District Attorney Richard
McNerney.
Randy Dean McNabb, 22,
and Edward Roy McNabb, 26,
both of Stanfield were arraig
ned on two counts of alleged
First Degree Burglary for
incidents occurring at the
Heppner Elks Lodge and at
Heppner Bowl between Feb
ruary 12 and 13.
Henry Mitchell Carr, 27. and
Albert Bruce Carr, 21, both of
Hermiston, were arraigned on
charges of three counts of
alleged First Degree Burglary
for incidences occurring
between February 12 and 13 at
the Heppner Elks Lodge,
Heppner Bowl and Vern's 76
station in Heppner.
The cases are now ready to
be set for trial, the D.A.'s
office said.
