Confusion
To the editor:
The rhetoric's roar is re
duced. But confusion con
tinues. Misinformation leads
many to believe that "access
charges" are intended solely
to pay for connecting tele
phone users to the long dis
tance network.
Not so. Here's why.
Over the years, you and
your readers have never fully
paid the true cost of your local
phone service. You received a
subsidy. Long distance
charges priced higher than
the cost of providing that
service made the subsidy of
local service possible.
But no more. Monopoly is no
longer the name of the game.
Competition is. The federal
government, through its
courts and the Federal Com
munications Commission,
says that long distance calls
cannot underwrite the cost of
providing and maintaining the
local systems, now borne by
local telephone companies.
Thus a method, unfortunately
mis-identified as "access
charges," was initiated by the
FCC.
Daughter of
couple turns
Mrs. Lucy Curtiss, who lives
near Cecil, celebrated her 90th
birthday Wednesday.
Mrs. Curtiss was born Feb
ruary 22, 1894 on the family
ranch to Mr. and Mrs. William
Euing, pioneers of the area.
Arts and crafts club to
meet next Monday
The Morrow County Crea
tive Arts and Crafts Club will
meet Monday, Feb. 27. at
Kate's Pizza and Pastry in
Heppner at 6:30 p.m. The
program for the evening will
be a show and tell session, said
club member Verna Brinda.
In January, Verna Brinda
accepted the reins of the club
from Betty Mills, outgoing

Confusion and consternation
on the part of consumers and
the Congress have caused the
F.C.C. to delay application of
the charges. The result? You
will have to pay the piper.
Perhaps twice over.
First . . . long distance rates
will probably not decrease
at least as much as we
planned. Second . . . local ser
vice rates are being in
creased. And lastly . . . big
business and organizations
will build their own communi
cations systems bypassing
the existing systems.
There will be fewer of us to
pay the ongoing fixed costs of
the existing telephone sys
tems. There will be even
higher bills for home and
small business service users.
What's the answer? Not le
gislation, apparently. So we
encourage your readers to
write their U.S. senators and
ocngressmen. Tell them to let
the F.C.C. get on with putting
a process together that will be
acceptable and to the benefit
of all of us.

ranch.
To celebrate the event, a
family reunion will be held
February 25 and 26 at the
Smith home near Cecil.
Maben took over as treasurer
and Inetia Cantin is serving as
vice-president.
The club is planning a sale
and showing of art work in
conjunction with Heppner's
St. Patrick's Day festivities.
More details will be announ
ced as they become available.

Sheriffs Report
The Morrow County She
riff's Department at the Mor
row County Courthouse in
Heppner handled the following
calls, cases and reports during
the past week :
Linda K. Dickenson, 38, of
Boardman, was arrested by a
sheriff's deputy for alleged
Fourth Degree Assault on
February 15. She is lodged at
the Umatilla County Jail.
On February 16, Oregon
State Police arrested four men
in connection with burglaries
in Heppner.
Also on February 16, Dale
Divish, Boardman, reported
to the Boardman Police De
partment that a radio-cassette
player had been stolen from
his vehicle while it was parked
in front of his apartment the
night before. The machine is
valued at $300.
In a third February 16 inci
dent, a sheriff's officer arres
ted Donald W. Gist, 29, of
Irrigon, on a warrant from
Irrigon Justice Court for al
legedly Negotiating a Bad
Check. He was released on his
own recognizance.
Also on February 16, Larry
V. Bennett, 44, of Irrigon, was
arrested by a sheriff's officer
for alleged Fourth Degree
Assault. He posted bail and
was released.
On February 18, a Heppner
ambulance responded to the
Wagon Wheel Lounge in Hep
pner for a male who was
reported ill. He was not trans
ported by the ambulance.
On February 19, Lendil
Harold La Follette, 58, of lone,
was arrested by a sheriff's
deputy for allegedly Driving
Under the Influence of Intoxi
cants. He w as released on his
own recognizance.
On February 20, Pat Geluso
reported the theft of several
small hand tools. The tools
were taken from Ranney Con
struction site, east of Board
man, sometime Saturday
night or Sunday morning, he
The tools are valued between
$1,200 and $2,0O0. A sheriff's
deputy is investigating the
incident.
Also on February 20, a
Boardman ambulance trans
ported a 15-month-old child
from the safety center to the
North Morrow Medical Clinic
in Boardman. The child was
reportedly having problems
breathing.
On February 21, Ken Fleck
of Eastern Oregon Farms,
Boardman, reported the theft
of a motor. The motor is used
to run an air conditioner that
cools a potato storage unit. It
is valued between $6,000 and
$7,000. The sheriff's depart
ment is investigating the case.

A Silly Stitchers 4-H Sewing
Club meeting was held Wed
nesday, Feb. 15. We met after
school at St. William's Catho
lic Church in lone. The leaders
are Tami Cheney and Bonni
Ball.
President Nancy Morler
brought the meeting to order.
Brandi Ball read the minutes
and took roll call.
We are making aprons. We
cut the material out and then
pinned bias tape to it. We had
to explain what type of mate
rial we had.
Refreshments were brought
by Kari Morgan, and our
leader, Tami, brought the
drinks.
Our next meeting will be on
Saturday, Feb. 25, at 10:30
a.m. We are to bring our
sewing machines and lunch,
and we will sew our aprons.
