Large supplies, strong competition
expected to hold wheat prices down

Large wheat supplies and
strong competition on the in
ternational market will hold
wheat prices down. The fol
lowing is a mid-December
wheat market report from
Jim Cornelius. OSU Extension
Service economist:
' World, national, and region
al supplies of wheat are at or
near record levels. Wheat
production world-wide has
been increasing for the past
several years, and this will
likely continue into 1984-85.
The demand, or utilization of
wheat has also been increas
ing, but at a slower rate. The
result is a steady increase in
carryover stocks, and about 40
percent of the carryover
stocks are held by the United
States.
Australia, the principle
competitor with the Pacific
Northwest in international
white wheat markets, is ex
pected to have a record crop of
19 to 20 million metric tons
(700 to 735 million bushels)
with harvest presently under
way. As a result, expect
strong competition in the ex
port markets, possibly result
ing in even lower farm-level
prices in order to move sup
plies. White wheat prices inched
downward over the past
month, and stood at about
$.180 per bushel. Portland, as
of mid-December. This price
is below the loan rate offered
by the farm program, possibly
as a result of P.I.K. wheat
hitting the market prior to the
expiration of free storage in
January. Export demand has
remained fairly light in the

selling was reported to have
increased slightly, especially
payment-in-kind entitlements.
Looking forward in the 1984
85 crop year, future prospects
appear sobering. World wheat
production is not likely to
decline among competing
wheat growing nations. The
strong U.S. dollar tends to
restrict U.S. wheat exports,
but it also encourages wheat
production overseas. Our
competitors Australia and
Canada for example were
receiving relatively higher
prices for wheat in 1983 over
1982. This will likely lead to
Oregon begins Medically
Needy Program
A new statewide program
will provide medical care for
children and pregnant women
in low-income, single-parent
. families that don't qualify for
welfare. The "Medically
Needy" Program, passed by
the 1983 Oregon Legislature,
went into effect January 1,
announced the Department of
Human Resources. Adult and
Family Services Division.
While the Oregon Adult and
Family Services Division
(A.F.S.) will administer the
program, it will only cover
people who have too much in
income or assets to qualify for
welfare payments. The pro
gram only covers medical
expenses. It does not include
cash payments to partici
pants. Children who are eligible for
the program qualify for a full
range of medical services,
including doctor and dentist
visits, hospitaliation and pre
scription drugs. Eligible
women will qualify for
pregnancy-related services
only.
To qualify, children must be
deprived of parental support
because one of their parents is
absent or disabled. To qualify
for pregnancy care, women
must be single or, if married,
living with a disabled spouse,
the division said.
To qualify, an individual
family can't have income
more than one-third higher
than the amount a household
their size would receive in
welfare benefits under the Aid
to Dependent Children
(ADC.) Program. For
example, a parent and two
children could receive a max
imum of $368 a month in
A D C. Under the Medically
Needy Program, a parent and
two children with up to 1490 in
gross income would qualify
for medical help although they
would not qualify on welfare.
A family whose income is
more than one-third higher
than A D C. standards may
still qualify if their medical
bills would reduce their in
come to that level. If medical
bills would reduce their in
come to within one-third of
A D C. standards during a
six-month period, they could
qualify for help with remain
ing medical expenses during
the rest of that period. This
procedure is called "spending
down" to qualify for the Medi
cally Needy Program, the
division explained.

bushels in 1984 is a distinct
possibility, unless there is
greater participation in the
farm program. There is still
some hope for an "eleventh
hour" change in the 1984
wheat program that would
reduce planted acreage. How
ever, if participation in the
program is low, as appears
likely, even the reduced 1984
loan rate, about $3.60 to $3.65
per bushel. Portland, may not
provide a price floor in the
Northwest.
Adult men and nonpregnant
women do not qualify for the
program. Children in two-parent
households don't qualify
unless a parent is disabled.
Pregnant women living with
spouses don't qualify unless
one is disabled. However, pre
natal care may be available
through county health depart
ments under a new program
administered through the
State Health Division.

can apply for the Medically
Needy Program at their local
Adult and Family Services
Division branch office. In
south Morrow County A.F.S.
representative Janet Phillips
may be contacted at the Hep
pner Neighborhood Center on
the first, third and fourth
Wednesdays of each month
between 9 a.m. and 12 noon.
She may also be reached at
the Condon A.F.S. office,

The 1983 Legislature appro
priated $4.2 million in state
money for the program: the
addition of $5.6 million In
federal money will fund the
18-month program at almost
$10 million.

intended to help farmers and
ranchers manage their busines
ses more effectively.
Before the TV will
receive the MarketLine signal,
the viewer must attach a special
decoder to the set.
