worship service will begin at
11 a.m.

Regrets council's action
To the editor
The Morrow County Court
reRrets the recent action
taken by the Heppner City
Council condemning court ac
tion concerning the county
landfill. The court hopes the
Heppner City Council rea lines
that the court must represent
the best interests of all the
citizens of Morrow County and
believes the tajj payers of
Morrow County should not
have to subsidize those few
who have free use of the
landfill.
The court further hopes the
Consumer complaint
line changes
To the editor
I am writing today to inform
you and your readers of
changes in the consumer
complaint phone lines in our
Financial Fraud Offices of the
Department of Justice.
Beginning this month, the
consumer complaining lines
will be open from 9 a.m. to 1
p.m., Monday through Friday,
in both Salem and Portland
offices.
During this four hour
period, two Enforcement As
sistants in each office will deal
exclusively with answering
consumer problems over the
telephone. In the afternoon,
staff members will concen
trate on solving pending com
plaints, which average some
6.300 per year.
After careful study of con
sumer protection operations
in other states, we concluded

Heppner City Council recog
nizes that the county landfill
will continue to have an ope
rating deficiency with the new
rates in the place, which inei
centally. are among the low
est, if not the lowest in the
state.
The County Court further
wishes to restate its position of
turning the entire operation of
the county landfill to the Hep
pner City Council and stands
ready to assist the council
with the use of county equip
ment as necessary.

will hear a recording explain
ing the new hours and how to
obtain toll free information on
the Landlord-Tenant Law,

Dewayne McClain family of
Prineville. died Friday. Dec.
2. 1983. at their home. McClain
24. his wife. Susan Kay. 21,
and their two sons, James
Henry, five, and Michael Vin
cient. age two. all diad when
their mobile home caught fire.
A memorial service was
held Monday. Dec. 5, at the
Church of the Nazarene in
Prineville with the Rev. War
ren Powell officiating.
The family, who had lived in
Prineville since 1978, enjoyed
sports, the outdoors and
family-centered activities.
Mr. McClain was born
March 9. 1958 in Heppner to
James and Mary McClain.
They lived in Illinois until
McClain was in the fifth
grade, then they moved to
Blue River, Oregon. He spent
his sophomore and junior
vears of high school in Hep
pner. and later moved to
Redmond where he graduated
in 1976. After graduation, he
spent a year at Kinzua before
moving to Prineville in 1978.
While in high school he played
football, basketball and base
ball, and also was a member
of the track team. He was
recently playing on the Prine
vile Electric City League
Basketball Team.
Mr. McClain had been em
ployed by Louisiana -Pacific
Corporation in Prineville,
prior to the strike in June of
this year, he was a shop
steward and a member of a
union negotiating committee
for the International Wood
workers of America Local
3-2(10 AFL-CIO. His hobbies
included both hunting and
fishing.
Mrs. McClain was born
August 12. 19C2 in Enterprise,
the daughter of Raymond and
Bettylou La Count O'Neal. She
spent her childhood in Kinzua
and attended school in Fossil.
She later moved to Prineville

homemaker. She had recently
been employed by the Naza
rene Day Care Center as well
as assisting with child care at
other church nurseries In
Prineville.
She and her husband were
united in marriage, on March
2. 1977 in Moscow, Idaho. Mrs.
McClain was presently on the
Christian Women's Bowling
League, where she was cap
tain pf her team.. She also
played on the Nazarene Vol
leyball City League Team.
James Henry McClain was
born June 29, 1978 in Prine
ville. He was presently attend
ing kindergarten. His brother;
Michael Vincient was born
February 26, 1981 also in
Prineville.
The family is survived by
Mr. McClain's parents;
James and Mary McClain of
Culver. Oregon: grand
parents; Del and Violet Wil
liams of Prineville and Bulah
McClain. Russellville. Arkan
sas; two brothers; Richard G.
McClain. Culver and David H.
McClain of Redmond as well
as two nieces and one nephew.
Survivors also include Mrs.
McClain's parents; Raymond
and Bettylou O'Neal of Hep
pner; grandparents. Ray and
Thelma O'Neal. Prineville
and Amelia La Count of Mt.
Vernon. Washington; two
brothers: Rick O'Neal, Prine
ville and Jim O'Neal DuVall,
Washington and a sister.
