Editorial
County needs doctors
more than revenue
Considering the difficulty Morrow County has in attracting
and keeping doctors, the county court is taking a hard line in
regards to lease of the county -owned medical clinic, located
adjacent to Pioneer Memorial Hospital in Heppner.
The county is asking a lease agreement of $450 per month
through 1983, $600 a month in '84 and $700 in '85. It has given
Dr. Clare Koznek, who is now occupying the clinic, 30 days to
agree to the terms. The terms provided in the agreement are
too high, too long and too rigid and the court is not giving
Koznek long enough to decide.
The court's decision would probably serve no purpose but
to drive a doctor out. (The court also made an earlier
decision to sell the clinic for $75,000.)
What the court fails to realize is that a doctor - hospital
relationship is a "You scratch my back and I'll scratch
yours" situation - a package deal.
If there is no doctor, patients will not be admitted to the
hospital, hospital revenues will go down, hospital staff will be
reduced and the yearly hospital budget would most certainly
fail. Our community wants and deserves more than a county
nursing home.
The court seems concerned that it lost money in a rental
agreement with the previous tenant of the clinic. But it
should not "take it out on" the new tenant. What the county
may lose in rent of the clinic, it can make up in hospital -general
revenues, in community well-being. Are county
residents really benefited if they are forced to drive out of
county for health care? What of the cost of gas. food,
accommodations, of peace of mind?
The county should not be in the business of making money
at the cost of its residents.
We need our doctors the court should reconsider its
position.

The Winn Crist home on
South Court St. in Heppner is a
very lively place now while
daughter Cheryl, her husband,
Ray Berry, and their three
children. Jana, 14. Jay.ll, and
D-Anne are visiting with
Cheryl's mother. Dee.
The Berrys have traveled
from their home in Colorado
Springs to Heppner in their
camper and have enjoyed
sight seeing along the way.
Ray is employed by Hewlett
Packard electronics com
pany, and Cheryl is taking
college courses. The family
enjoyed visiting in Yellow
stone Park as they came west
and will do more sight seeing
as they travel homeward later
this week.
All the family has been very
helpful to Dee while they have
been visiting. The five Berrys
have worked with her on some
improvements in the home
and have done much work on
her yard.

Dee and Geatta Cox, residents at Pioneer Memorial
Nursing Home in Heppner, celebrated their 69th wedding
anniversary Tuesday. Friends dropped by to congratulate
the couple, and all enjoyed cake and refreshments.

Mr. and Mrs. Clinton Carlson
Sarah Katherine Wilcox, daughter of Dr. and Mrs. Robert
F. Wilcox of Central Point, and Clinton Robert Carlson, son of
Mr. and Mrs. Louis A. Carlson of lone, were married July 2 at
St. Mark's Episcopal Church in Medford. Altar bouquets of
white snapdragons and trailing ivy decorated the church.
The bride, given in marriage by her father, wore her
mother's wedding dress and her Godmother's veil. The dress
featured a fitted bodice of embroidered organdy and a full
skirt of alternating panels of embroidered and plain organdy.
The bride carried LaVonne roses, bunched and tied with a
long trailing mauve satin ribbon.
Maid of honor was Janet Wilcox of Portland, sister of the
bride. Bridesmaids were Laura Bennett of Medford and Kate
O'Brien of St. Paul. Minn. The bride's attendants wore
matching dresses of tea rose pink taffeta with full skirts. The
fitted bodice had an embroidered net lacex overlay. They
carried bouquets of long stemmed lavendar and broderie
anglaise, bunched and tied with heather blue ribbon.
Best man was Philip Carlson of Heppner, brother of the
groom. Ushers were Steve Campell of Mt. Vernon, Wash.,
Rick Gilbert of Arlington, Thomas Wilcox of Medford.
brother of the bride, and Lloyd Ferge of Grass Valley.
Organist was Midge Conrad and Julie Powers was soloist.
Following the ceremony, the bride and groom were
chauffeured in a Cadillac limosine to a reception held at the
bride's parents home. Decorations at the reception carried a
Fourth of July picnic theme. Tables were adorned with
Oregon grape, daisies, American flags and red, white and
blue table cloths. A band furnished music during the
reception. Stephanie Trim of Medford and Shelley Timm of
Corvallis attended the guest book.
On July 24, a reception was held in the couple's honor at
Valby Lutheran Church near lone. Hosts were the groom's
parents, Louis and Betty Carlson. Following the reception, a
picnic buffet was served at the Carlson residence.
After a wedding trip to Hawaii, the couple is at home in
lone.
The groom is a 1978 graduate of lone High School and a 1983
graduate of Oregon State University. He is a wheat and cattle
rancher for 4 C Ranches, lone.
The bride is a 1979 graduate of Medford Senior High School
and a 1983 graduate of Oregon State University. She is
employed as a science teacher at Heppner Junior High
School.

calls, cases and reports during
the past week:
On August 8. Gulf States,
Inc. and Haskins Construction
reported a burglary at S K.
Farms' new grain terminal.
Bonrdmnn. Office trailers
were broken into. Gulf States
estimates their loss at $1,500,
Haskins values their stolen
items at $555.
On August 9, the Heppner
Fire Department responded to
a fire on Black Horse Canyon
near Heppner.
Also on August 9, a Board
man ambulance responded to
a call at a Boardman resi
dence. The patient was trans
ported to Good Shepherd Hos
pital in Hermiston.
On August 10. Robert Hei
deman of lone reported the
theft of 2(H) gallons of gas
stolen from his farm truck.
The gas was valued at $240.
Also on August 10. a Board
man ambulance responded to
a car accident with injuries.
The injured were transported
to Good Shepherd Hospital.
Oregon State Police handled
the report.
In a third August 10 inci
dent, a Boardman ambulance
responded to a Boardman re
sidence for a woman who was
ill. She was transported to
Good Shepherd Hospital.
On August 12. a Boardman
ambulance responded to a call
at a Boardman address for a
female who was ill. She was
transported to Good Shepherd
Hospital.
On August 13. the Board
man Police Department ar
rested Patrick Wayne May
head. 25. of Boardman, for
alleged Theft by Receiving.
He was cited and released.
On August 14. Rommy Ray
Avers. 26. of Kennewick.
Wash., was arrested by the
Boardman Police Department
for allegod Driving While Sus
pended. He was lodged at the
Umatilla City Jail and later
posted bail.

D.A.'s Report
Darrel Wayne Solomon, 42,
of Irrigon was sentenced
August 12 in Morrow County
Circuit Court after pleading
guilty to one count of First
Degree Rape and one count of
First Degree Sexual Abuse.
Solomon was Indicted on two
counts of First Degree Rape
and three counts of Sexual
Abuse. He was sentenced to
the Oregon Corrections Divi
sion for six years, reported
Morrow County District At
torney Richard McNerney.

Charles Fritchman, 52, of
Irrigon. charged with Felony
Driving While Suspended, was
sentenced to pay a $107 fine on
August 10 in circuit court after
pleading guilty to Misde
meanor Driving While Sus
pended. David Lynn Couture, 30.
of Spokane, Wash., was sen
tenced to three years of pro
bation on August 12 after
being charged with, and
pleading guilty to. Possession
of a Controlled Substance -more
than one ounce of
mari juana, a class B felony. If
he completes his probation,
the charge will be reduced to a
class A misdemeanor.
Allan John Dahl, 30. of
Spokane, who pleaded guilty
to Possession of a Controlled
Substance. Driving While
Suspended and Furnishing a
False Name to a Police Offi
cer, was sentenced August 12
in circuit court to three years
of probation on the first
charge The later two were
suspended.
Terri Lee Davenport. 29
of Spokane was fined $100 on
August 12 after pleading guilty
to Misdemeanor Possession of
Less than One Ounce of a
Controlled Substance. She had
originally been charged with
Felony Possession of a Con
trolled Substance.
