tion contracts to 123 electric
utilities In the Pacific North
west, including Columbia Ba
sin Electric Co-op in Heppner.
Although C.B.E.C. hasn't
yet accepted a contract. Co-op
Manager Fred Toombs thinks
the co-op will In the near
future.
"I'm sure the board of di
rectors will consider it very
strongly," he said.
Columbia Basin is currently
under a short term conserva
tion contract with B.P.A.
which will end September 30.
The new contracts are to take
effect Octotwr 1.
BPA exjeets the program to
weatherie about half the re
gion's electrically heated
homes by 1K). In all, about
660,000 residences will receive
weatheri7.ation, Johnson said.
The program is also expec
ted to result in the installation
of 316,000 energy-efficient
street lighting fixtures.
"We plan to spend $9(19
. million on our residential and
$f.3 million on our street light
ing programs by 1990," John
son said. "These figures rep
resent a prudent, businesslike
approach to conservation in
view of the region's near-term
surplus of power. Efforts will
be directed toward establish
ing programs that can be
expanded rapidly when neces
sary to meet the future energy
needs."
BPA is now In the process of
analyzing the regional power
council's two-year action plan.
Upon completion of the analy
sis. BPA will be obliged to
review these contracts and
take steps to modify the
agreements to conform them
as appropriate to the council's
plan,
The residential and street
lighting program Is expected
to save 280 average mega
watts per year by 1990. That is
enough power to supply the
residential, commercial and
industrial electricity needs of
a city the size of Eugene,
Johnson said.
Work groups, which Inclu
ded utility and BPA represen
tatives, helped formulate the
weatherization program. Ne
gotiations and discussions
with interest groups, state and
local governments, direct-
service industries ana me
utilities have been under way
since April. These talks invol
ved a total of about 150 per
sons. Utilities that generate their
own power will pay a contract
charge proportionate to the
amount of their own power
each consumes. Steven G.
Hickok, BPA 's assistant ad
ministrator for conservation
explained:
"BPA passes on the costs of
conservation through its
wholesale power rates. But
utilities with their own gene
ration avoid paying some of
those conservation costs, even
though their customers are
benefitting from B.P.A. pro
grams," Hickok said.
He said the contract charge
is necessary to achieve equity.
Without such a charge, non
generating utilities, which buy
all or nearly all of their power
from B.P.A., would pay a
disproportionate share of re
gionwide conservation costs.
"This charge ensures that
the cost of regionwide conser
vation is spread equitably to
all consumers," Hickok said.

ment that addresses the pro
posed Fiscal Year 1983 Vege
tation Management Project is
available for public review at
the District Ranger's Office in
Heppner, Oregon.
Based on the analysis and
evaluation described in the
Environmental Assessment it
is my decision to adopt the
alternative selected in Table 1
as the method of treatment
and management for these
National Forest system lands.
The alternative provides for
the hand chemical treatment
of planting spots on 45 acres of
forest land to reduce grass
competition with newly plan
ted tree seedlings. Other al
ternatives considered inclu
ded no treatment, hand scal
ping and mechanical scarifi
cation. This alternative with the spe
cified management require
ments, constraints, and miti
gation measures, is consi
dered to be the environmental
ly preferred alternative.
Based on the Environmental
Assessment. I have deter
mined that this is not a major
federal action that would sig
nificantly affect the quality of
the human environment, and
is within the scope of the
Heppner Planning Unit FEIS;
therefore, I find an environ
mental impact statement is
not needed.
Implementation of this project
may take place immediately
upon the signing and dating of
this Decision Notice.
This decision is subject to
administrative review (ap
peal) pursuant to 36 CFR
211.18. A written notice of
appeal must be filed with the
District Ranger within 45 days
from the date of this Decision
Notice.
