The proposed rate adjust
ment would give the region's
sagging agricultural industry
a much needed assist and. in
addition, would encourage
further utilization of surplus
power for irrigation. Brewing
ton said BPA revenue from
the additional sales would help
hold down rates for all electri
city uers. he explained.
Northwest Irrigation Utili
ties is composed of 14 consumer-owned
electric utilities in
Washington, Oregon and
Idaho, including Columbia
Basin Electric Co op in Hep
prior The group has proposed
that BPA. in its new rates to
he effective Nov. 1. I9K3, make
power available for irrigation
pumping at a seasonal off
peak rate The proposed rate
would reduce irrigation costs
to customers of all utilities
purchasing BPA power.
The proposed irrigation
power rate has the support of
numerous other electric utili
ties as well as agricultural
interests throughout the
Northwest

recognise the off-peak nature
of the irrigation load, which is
heaviest in the spring and
summer when electricity con
sumption in general is lightest
and there is a surplus of

From 1942 until 1974 BPA
sold irrigation power at a
lower rate for three reasons,
he added The special rate was
phased out between 1974 and
1979 due to a dw indling power
surplus.
"Now, however, the region
again faces a surplus of power
which is expected to continue
through this decade," Brew
ington pointed out. "Every
effort should be made to mar
ket more of the surplus power
and hold down the cost per
kilowatt hour for all North
west consumers."

Oregon. Idaho and western
Montana irrigate nearly B5
million acres Without irriga
tion much of this land would
revert to desert and the re
mainder would be limited to
lower vield. less diversified
drvland farming
Many farmers have been
cutting back on irrigation as a
result of declining product
prices and rising costs. This
result in decreased power
sales, despite the surplus, and
forces BPA and local utilities
to charge more per kilowatt
hour. Northwest Irrigation Utili
ties has estimated that a 10
percent drop in irrigation
energy sales would mean a
loss of some $11 8 million in
BPA revenues. On the other
hand, a 10 percent increase in
sales as a result of the pro
posed rate adjustment would
bring the agency an additional
$R R million in revenues
