regular meeting on Friday
evening with Master Bob
Stevens in the chair.
Introduced to the group
were Delpha Jones, Wheat
land Pomona Grange deputy,
and Mr. Jones.
A fine discussoin on the
P I K. program and the future
for wheat producers and
wheat storage was held. It was
an enlightening discussion.
A potluck dinner was held
before the business of the
evening. Plans were made by
the C.W.A. for their annual
picnic, to be held in July at
Anson Wright Park. It was
also announced that the
Pomona meeting will be a
picnic on Sundav instead of
the regular Saturday with
Sprav Grange as the hostess.

INFORMATION:
The Federal Emergency
Management Agency gives
notice of the proposed deter
minations of modified base
(100-vear) flood elevations, in
accordance with Section 110 of
the Flood Disaster Protection
Act of 1973 ( Pub L. 93-234). 87
Stat. 980, which added Section
1363 to the National Flood
Insurance Act of 1908 (Title
XIII of the Housing and Urban
Development Act of 1968 (Pub.
L. 90-448)). 42 U.S C. 4001-4128.
and 44 CFR 67.4 (a).
These elevations, together
with the flood plain manage
ment measures required by
Section 60 3 of the program
regulations, are the minimum
that are required. They should
not be construed to mean the
community must change any
existing ordinances that are
more stringent In their flood
plain management require
ment. The community may
at any time enact stricter
requirements on Its own, or
pursuant to policies estab
lished by other Federal. State,
or regional entities. These
proposed elevations will also
be used to calculate the ap
propriate flood insurance
premium rates for new build
ings and their contents and for
the second layer of insurance
of existing buildings and their
contents.
Pursuant to the provisions
of 5USC 605 (b). the Associate
Director, to whom authority
has been delegated by the
Director, Federal Emergency
Management Agency, hereby
certifies that the proposed
flood elevation determina
tions, if promulgated, will not
have a significant economic
impact on a substantial num
ber of small entities. A flood
elevation determination under
Section 1363 forms the basis
for new local ordinances,
which, if adopted by a local
community, will govern future
construction within the flood
plain area. The elevation de
terminations, however, im
pose no restriction unless and
until the local community
voluntarily adopts flood plain
ordinances in accord with
these elevations. Even if or
dinances are adopted in com
pliance with Federal
standards, the elevations pre
scribe how high to build in the
flood plain and do not pro
scribe developcment. Thus,
this action only forms the
basis for future local actions.
It imposes no new require
ment: of itself it has no
economic impact.

The Morrow County Local
Contract Review Board in
tends to declare an exemption
from competitive bidding, as
authorized by State statute
and County ordinance.
On Wednesday. June 22.
198.1. at 10 00 a.m.. the LCRB
will announce its Intention to
authorize Morrow County to
purchase a portable jaw
crusher from Cay Equipment
Company, for 147.000 plus a
surplus portable crushing
plant. It will also authorize lb?
sale in trade of the surplus
portable crushing plant to Cay
Equipment Company.
Because the purchase has
been twice previously subject
to public bidding, without suc
cessful bids having been re
ceived, the LCRB finds that it
is unlikely that such an
exemption will encourage
favoritism in the awarding of
public contracts or substan
tially diminish competition for
public contracts. Further, the
LCRB finds that such an
exemption will result in sub
stantial cost saving to the
County. Similarly, the sale'
will satisfy the same criteria.
Anv member of the public is
entitled to be heard on this
exemption, and may request a
public hearing thereon.
