Heppner District experiencing shortage
Firewood cutting to be permitted

both free-use and charge
areas during the coming sea
son." said John Lowe. Uma
tilla National Forest supervi
sor. He pointed out that wood
cutting consumed an estima
ted 30 million board feet of
Forest timber and residue
over the past year and the
demand is expected to con
tinue. On the Heppner District
alone five and one half million
board feet were cut. This
equals J 1.000 cords. If this
were converted into logs or
lumber it would equal 1,000
loaded log trucks with enough
wood to construct 450 average
size homes.
He explained that charge
permits will be required in
those areas where the demand
for firewood has exceeded the
supply. Free-use woodcutting
will continue to be permitted
in areas where there is an
excess of firewood material.

Districts, portions of the Walla
Walla Ranger District and the
northern portion of Ukiah
Ranger District. Within these
areas, firewood will be on a
charce basis as designated by
the respective district
rangers.
Generally, there is an ex
cess of dead lodgepole on the
eastern portion of the Dale
District and the southern and
western portions of the Ukiah
District. The northeastern
portion of the Walla Walla
Ranger District also has a
surplus of firewood material.
These areas will continue to
offer firewood on a free-use
basis in designated areas.
While there appears to be a
surplus on the Heppner Dis
trict, it is estimated that this
will be gone in about five
years at the present rate of
consumption. Lowe said.
Free-use permits will be
available on a self-service
basis from Ukiah and Dale
Ranger Districts and the su
pervisor's office as in past
seasons. Heppner Ranger
District will attempt to have
free use areas open most of
the time. These areas will be
logging and thinning residue
and the quality of wood will
not be as good as that in the
charge areas.

Heppner ranger districts dIus
the supervisor's office will
also be open from 7:30 a.m. to
1:30 p.m. each Saturday for
issuing charge permits. Con
tinuance of these hours or
changes will depend upon de
mand. Free use permits for the
Heppner District will be
available during normal work
hours at Heppner only.
Charge permits will be
available approximately May
I at all Umatilla National
Forest offices. Current free
use cutting on the Ukiah Dis
trict will continue until March
31. Additional free-use permit
areas will also be open at that
time if road conditions permit.
Under the charge system,
firewood will be sold for $2.50
per cord. There will be a $10
minimum charge for each
permit. This minimum charge
will provide for the removal of
four cords. Permits are avail
able for a maximum of 10
cords per household each
year. Money collected from
the charge system will be used
to make additional wood
available in areas where
shortages now exist.
"Signing of woodcutting
areas, furnishing maps, open
ing roads and adminisdtration
of the woodcutting program
are expenses that can no
longer be borne by our ap
propriated budget." Lowe
explained.
"Although we will be charg
ing in some areas, an abun
dance of free wood is still
available but it will be farther
from town," Lowe said.
"I would be interested in
hearing any comments you
may have concerning the
availability of firewood. It is
an important energy source
many people depend on and
our intent is to help meet that
demand while recovering
some of the cost of the pro
gram." he said.

Cattle quarantine
provisions expanded

Agriculture Director
Leonard Kunzman has
expanded quarantine provis
ions involving cattle shipped
to Oregon from Idaho because
of the spread of a scabies
infestation in the neighboring
state, announced the State
Department of Agriculture.
In an order signed February
17. Kunzman said the quaran
tine would be In effect against
movement of Idaho cattle into
Oregon.
Cattle from the area could
be brought into Oregon only if
they are dipped in approved
chemical solutions under pro
visions set forth by Oregon
Department of Agriculture
rules.
The scabies infestation
affects only cattle and is caus
ed by a tiny mite which
burrows into the animal's
skjn. Infestations cause
severe itching and sores on the
animals and can spread quick
ly if the animals are not
dipped.
The initial outbreak in Idaho
resulted in quarantine
measures by Oregon officials
on January 28. Keeent spread
ing of the problem in Idaho
prompted the expansion of the
quarantine rone, the depart
ment said.

partment's Animal Health

Upon the question of levying a
tax for the purpose of funding
the school district budget.
NOTICE IS HEREBY GIVEN
THAT an election will be held
on March 29, 1983 between the
hours of 8:00 a.m. and 8:00
p.m. The purpose of the elec
tion is to submit a tax levy to
the voters for the purpose of
funding the school district
operating budget for the 1983
84 school year.
If this measure is approved
.$3,721.565 00 of th taxes lev
ied In the 1983 84 fiscal year
are eligible for partial state
' funding. However, $689,027.00
of the taxes will be totally
funded by the local taxpayers
without any partial state pay
ment. The purpose of the entire
amount to be voted upon is to
provide funds for mainten
ance and operation of the
school district which cannot
be provided within the dis
trict's tax base of $700,923 00.
The total levy will result in an
estimated tax rate of $7.30 per
$1.000 00 of true cash value,
