above described Pollution
Control Revenue Bonds (Port
land General Electric Com
pany Boardman Project)
Series 1978 A (the "Bonds") of
the Port of Morrow, Oregon
(the "Issuer"), that moneys
and-or direct obligations of, or
obligations the payment of the
principal and interest of which
are unconditionally guaran
teed by, the United States of
America which are non-callable
and are legal invest
ments under the laws of the
State of Oregon for the
moneys proposed to be
invested therein, the principal
of and interest on which
when due will be sufficient
