Which Willow Creek?
To the editor:
Two men who ardently
fought against the Willow
Creek Dam Project have now
led a movement to have the
dam at Heppner's edge offi
cially named by the project
name, which we all know
could indicate a dam on any
one of the great number of
Willow Creeks in any of many
places in most of our states,
including Alaska.
We. along with others,
wanted the dam and-or lake
named in honor of one of the
most sincere workers for the
project, former Judge Oscar
Peterson, who lived his entire
lifetime in this county, who
worked diligently for benefi
cial projects, who was a genu
ine historian and conserva
tionist. Oscar gave much time
and energy working for this
dam ; his final civic effort was
to attend a water conservation
meeting.

Marvin L. Boyd
ZAMBOANGA CITY, PHI
LIPPINE ISLANDS - Marvin
L. Boyd, 69 a former Heppner
resident, died recently. His
family received word of his
death on June 25, 1982.
Mr. Boyd was born January
5, 1913 in Heppner, to Frank
and Lucy Ashbough Glass
cock. He attended elementary
school at Lexington, and later
the family moved to
LaGrande where he comple
ted his education. He worked
for the Oregon State Highway
Department at LaGrande for
many years. In the 1940s he
worked for the Morrison
Knutson Co. on Johnston Is
land and then for the Ameri
can & Arabia Oil Co. in
Arabia.
He married Erma Scott in
Portland in 1953. They moved
from Portland to Heppner in
the late 1950's where he was
employed as a mechanic for
Hager's Dairy and Parley
Motor Co.
Mr. Boyd lived at Zambo
anga City after retiring from
Alaska Barge and Transport,
Inc., where he had been em
ployed from 1966 to 1968 in
Vietnam.
He was a life member of
both the Elks and Masonic
lodges at LaGrande. He was
active in both lodges in Zam
boanga City at the time of his
death.
His father, Frank Glass
cock and brother, Harold
Glasscock, preceeded him in
death.
Mr. Boyd is survived by his
mother, Lucy Glasscock, Por
tland; an aunt, Golda Ash
baugh Eubanks, Pendleton;
an uncle, Clair Dutch Ash
baugh, Portland; two ne
phews, Leland Glasscock,
Weston, Greg Glasscock, Lake
Oswego; a niece Lynn Lahr
man, Seattle, Wash.; cousins
Peck Leathers, Lowell Ash
baugh, Garnet Ashbaugh,
Mrs. Boyd Lois Redding and
Neal Knighten.
Interment was at the Ma
sonic Cemetery, Zamboanga
City.

The Dalles, Oregon City. De
troit and Green Peter. We feel
that the project here should
memorialize Oscar Peterson's
life-long work. We know that
Heppner Dam is more dis
tinctive than Willow Creek
Dam and would better indi
cate its location.
There was only one Oscar
Peterson, there is only one
city named after Henry Hep
pner, but there are many,
many Willow Creeks. If the
names Heppner Dam and
Peterson Lake were selected,
they would indicate a distinc
tive location and would
memorialize a worthy citizen,
both deserving to be put on
maps.

PENDLETON - Raymond
Merrill Fossum, 67, a former
Heppner resident, died Wed
nesday, July 7, 1982 at St.
Anthony Hospital, Pendleton
He was born at Baker, Dec.
7, 1914, to Embert and Hilma
Larson Fossum.
During World War II he
served with the Navy.
He had been a member of
the Elks Lodge.
Mr. Fossum lived in Hep
pner several years before
moving to Pendleton 10 years
ago.
Family services were held
Thursday, July 8.
Survivors include his wife,
Pauline Boyd Fossum, Pen
dleton; daughters Loy Harsin
of Forest Grove and Lynn
Liebe of Pilot Rock; sisters
Rebecca Gardenhire, Boise,
Idaho and Ida Lewis in Wash
ington; brothers Donald, Ro
bert and John Fossum, all of
Utah; six grandchildren, in
cluding Dallas Harsin, Hep
pner; and five great-grandchildren.

Mr. and Mrs. Robert Schiller will be honored at a 25th
wedding anniversary celebration on Saturday, July 17 at the
Vey ranch shop. A barbecue will begin at 7:30 p.m. and a
dance will follow.
Bob Schiller and Marilyn Parke were married July 13, 1957
at Lewiston, Idaho.
The couple's children; Tony, Cathy, John, Bonnie and
Bobbi, and their families; have invited all friends and
relatives to join them for the special occasion.

Council to meet

Center Advisory Council will
meet Monday, July 19, 7:45
p.m., at the center.
A free blood pressure clinic
will be held at the center on
Tuesday, July 20, from 2:30 to
4:30 p.m.
An Adult and Family Servi
ces councelor will be available
at the center from 9 a m . to 12
noon on Wednesday, July 21.
Ladies who attend the
Thursday craft -social time on
July 22 will be preparing for
the annual Heppner mer
chant's Sidewalk Sale on July
24.

training sessions for a WIC
(Women, Infant and Children)
Nutrition Program in Pendle
ton. The new program will be
available in Heppner and will
be handled through the center.
New equipment will arrive at

Leland Shippentower, 27 of
Pendleton, was sentenced
Friday, July 9 in Morrow
County Circuit Court after
pleading guilty May 28 to
Felony Driving While Revo
ked, reported Morrow County
District Attorney Ann Spicer.
Shippentower was senten
ced to three years in the
Oregon State Penitentiary -suspended,
was placed on pro
bation for three years, must
abstain from the use of Intoxi
cants, must undergo a mental
health evaluation to deter
mine the need, if any, for
alcohol and drug treatment,
must maintain involvement in
any treatment prescribed and
must pay for all treatment
costs. Spicer said.
In other news, she reported:
Lynn Robert Colvard, 34,
formerly of lone and presently
living in Boardman, was sen
tenced July 9 in Morrow Coun
ty Circuit Court after pleading
guilty to Second Degree Sex
ual Abuse. He was placed on
probation for five years, must
serve 10 days in the Umatilla
County Jail, must undergo a
mental health evaluation and
must maintain involvement in
any treatment program pre
scribed until released by his
probation officer. He must
also pay all costs of treatment
and must have no contact with
the victim until he is released
by his probation officer.
- Jerry Arthur Stefani. 33 of
lone, pleaded guilty to First
Degree Criminal Trespass
and Second Degree Criminal
Mischief April 7 in Morrow
County Justice Court (Hep
pner) and was placed on pro
bation for three years. The
guilty pleas will be vacated at
the end of the probation period
if he has complied with all of
the conditions of his probation.
He is to make restitution for
damage to the vir'im's resi
dence, is to participate in a
mental health program and
pay for treatment costs, is to
live outside Morrow County
for one year and may return to
the county only for visitations
with his parents and children.
He may not go near the
premises of the victim, must
have no contact with the vic
tim and shall have no further
violations of criminal law dur
ing the period of probation.

spend six days in jail.

The Morrow County Sher
iff's office at the Morrow
County Courthouse in Heppner
handled the following calls
and cases during the past
week:
On July 6, a grass fire was
reported behind Mt. Adams
Street in Boardman. The
Boardman Fire Department
responded and the Boardman
Police Department took two
male juveniles into custody.
The juveniles were later
released to their parents.
Also on July 6, a fire was
reported at the Roy Davis
ranch, four miles south of
Interstate 84. The Arlington
Fire Department responded.
In a third July 6 incident, a
two-vehicle accident occurred
approximately one mile west
of lrrigon at Highway 730 and
West Third Streets. Drivers of
the vehicles were Ronald F.
Booth, 34 of Boardman, and
Floyd R. Wilson. 41 of lrrigon.
Neither was injured, but both
were cited for alleged Care
less Driving.
On July 7, a motorcycle
accident occurred near the
Boardman Union 76 Station.
The driver, Larry G. Belden,
was cited for alleged Failure
to Yield.
In another July 7 accident,
David Wayne Combes. 44,
Wilson Road, Boardman, was
killed in a one-vehicle acci
dent on Wilson Road, about
one tenth of a mile west of
Root Lane, at 10:22 p.m. The
vehicle hit a cow that was in
the road and then traveled into
some nearby trees.
On July 11. a Morrow Coun
ty sheriff's deputy assisted in
the recovery of a stolen vehic
le belonging to Edward Gil
man of Pendleton . The vehicle
was reported stolen on July 9
and was recovered at Brown's
Truck Stop, lrrigon. Several
items were reported missing
from the vehicle.
