It is becoming more and more difficult to avoid thinking about the po tential danger and destruction of the world's nuclear arms stockpiles. The United States and the Soveit Union are both con structing nuclear weapons at an alarming rate; in this country, n average of three per day. The two countries are essentially equal in firepower although the vehicles of de struction differ. NBC News reports that 83 percent of the U.S. population favors a bilateral verifiable freeze of nuclear weapons development. Many states and cities have passed measures urging the governments of the US. and U.S.S.R. to halt production of nuclear arms. Cathy Barker Give a vote of confidence To the editor: Tuesday, June 29 is the day to vote on the Lax levy needed to support the Morrow County operating budget for fiscal year 1982-83. The fiscal year begins July 1 and a new budget must be adopted by that date. It would be nice to begin the new year with a budget that has voter approv al for its support. The budget being presented has been cut from the one defeated in March. The amount of actual expenditure is now less than the current years by $47,100. With the P.G.E. tax offset, the tax rate for the proposed budget will be lowered to about $4.01 per $1,000 of assessed valuation. That is down from the current rate of $4.39. The owner of a $60,000 house can expect to pay about $241 for county services. The county is mandated to provide a wide variety of services to protect the health and well-being of its citizens. Summer Fun held at Hope Summer Fun Time at Hope Lutheran Church in Heppner will begin Sunday, June 20 and will continue through Sunday, August 29, announced a church spokesperson. The Fun Time will begin at 9:45 a.m. each Sunday and children will be divided in two groups; those age three up to students in the first grade, and students in second through eighth grades, she said. Films will be shown on the last Sunday of each month, the first, "Biking Safety," will be shown June 27. Iron on safety patches will be distributed Heppner news Katherine Jurcich of Colum bus, Ohio, daughter of Arnold and Avon Melby of Heppner received a Bachelor of Music Education Degree from Ohio State University at com mencement exercises June 11. She and her son, Joshua, six, arrived at her parents home on Tuesday, June 15. During her stay she will attend the 15 year class re union of the Heppner High School graduating class of 1967. A reception will follow the ceremony in the church basement. Obituaries Conley James Lanham HEMET. CALIF. - Conley James Lanham, a former Heppner resident, died Mon day. June 7, in the Hemet Valley Hospital at Hemet. California. He was born at Havre, Montana, on April 27, 1909. Mr. Lanham was a very active member of the Heppner community before moving to California about forty years ago when his health was fail ing. During his years in Hep pner. Mr. Lanham worked for the U.S. Agricultural Stabiliz ation and Conservation Ser vice from 1960 to 1967. He owned and operated the West ern Auto Store on the corner of Main and Willow Streets for 15 years and owned and operated the Lanham Apartments on Baltimore and Gale Streets until just before he left Hep pner. Mr. lanham was the mayor of Heppner from 1947 to 1950 and also served on the city council from 1959 until he Trudy Booth KETCHIKAN ALASKA -Trudy Booth, 19 of Ketchikan Alaska, a former Heppner resident and high school stu dent, was killed Monday. DA,gUePrt Donald Ray Beck, 18 of Hermiston was arraigned in Morrow County Circuit Court on June 10 for Second Degree Theft, reported Morrow County District Attorney Ann Spicer, Delbert Dean McLaughlan, 29 of Heppnei was arraigned in Morrow County Circuit Court on June 1 on charges of First Degree Sexual Abuse and on June 9 for First Degree Theft. He entered a guilty plea to both charges on June 9 and was sentenced to five years of formal probation with the fol lowing special conditions: 30 days in the Umatilla County Jail, beginning June 14; must have bi-weekly contact with mental health services; must abstain from alcohol for one year: must pay his own costs of treatment; must have no contact with minors under the age of 15 unless a family member is present; must give six weeks of community ser vice; must make $28 59 restit ution to P & D Auto Repair, Heppner: and must pay stan dard probation costs of $12 per month. Spicer said. Lewis Wayne Ball. 43 of Portland, entered a guilty plea to charges of Criminal Non Support June 9 in Morrow County Circuit Court, reported Spicer. He was placed on formal probation for five years, subject to the following conditions: must serve a 30 days in jail, commencing not later than June 20; must make full disclosure of his income to his probation officer and must maintain full employment: must pay $450 per month to cover current support obliga tions and part of arrearages; and must pay $10 per month for probation fees, the district attorney said. Raymond Eugene Weaver, 49 of lone was arraigned in Morrow County Circuit Court son charges of Driving While Revoked. He was lodged at the Umatilla County Jail. Also on June 7. Gene Doherty of Heppner reported theft and vandalism at his grain storage bins north of lone. A citizens band radio was stolen from a truck and bullet holes were found In his storage bins. No value on the radio has been determined. On June 8.
