election will be held in Morrow
County. Oregon. The polls will

THE TAX BASE FOR ALL
COUNTY OPERATIONS
DURING FISCAL YEAR

The purpose of this levy is to
provide funds to balance the
Morrow County operating
hudcet. and the Morrow
County Hospital and Clinic
hudeets for 1982-&1. The Mor
row County tax base for
1SR2-83 is $413,473. This levy,
with anticipated receipts from
all sources, will not finance
expenditures for General
Fund. Roads. General School
Funds. Cities portion of Road
Funds and operation of the
Hospital and North Morrow
County Clinic. Increases are
due to inflation, existing labor
contracts tied to cost of living,
and certain changes in hospi
tal operations, plus 8 percent
for uncollected taxes. The
total lew will be $3,032,279. If

Jim Lminer of Heppner and
other members of the local
Search and Rescue Posse
have bartered with the 4 H
ramping program.
The posse will use the 4-H
ramp facility at Cutsforth
Park in mid-June for a special
training session. In return,
they are making improve
ments in the camp kitchen,
are assisting with cleaning,
and general preparation of the
camp for summer use by both
4-H and community groups.

Many Heppner High School
athletes were honored at an
AH Sports Dessert, held
Thursday. May 20 at the high
school cafetorium.
John Murray received the
most valuable player award
for football: Doug Holland
was awarded most inspira
tional; Tom Huston and Greg
Connor, the most improved;
the outstanding linemen
award went to U-e Rice and
Wes Marlatt; and John Mur
ray also received the out
standing back award.
For volleyball. Mary Kin
caid received the most valu
able player award: Karen
Kenny, most inspirational;
and Anne Murray was award
ed for being the most improv
ed player.
Mary Kincaid was also vot
ed the most valuable girl's
basketball player: Sherry
Clement, most inspirational;
and Sheri McMinn, most im
proved.
Dorian Forrar was announ
ced as the boys most valuable
boy', basketball player, Doug
Holland, most inspirational ;
and Mike Currin. most im
proved. For baseball. Doug Holland
was named most valunble
player; Mark Way, most im
proved: and leading hitter

Pendleton for a luncheon
meeting at the home of Mar
garet Troedson. an honorary
club member. rexrted an

Donna Hess told the group
alsout her experiences in
teaching at the Ivory Coast
Academy at Kouake. Ivory
Coast She worked as a mem
lier of the Missionary Assist
ance Corp. under the super
vision of the Moody Institute
Russ McKinney, a former
Oregon teacher, was in charge
of the school. This institution
was housed fin 15 acres and
taught 250 children , of mis
sionary personnel in the area.
There were seven dormitor
ies, each sponsored by a dif
ferent denomination. The
classrooms only included the
most meager of supplies but
one learned to work with what
one had. Hess told the group,
The curriculum was based
mostly on the Oregon cur
riculum. Although the school
"ms not accredited, the child
ren were usually accepted at
stateside colleges Since it was
a private school, tuition was
paid lo cover expenses. Being

were also responsible for
social and extra ctiiricular
activities including sports, re
creation, and training in the
social graces, the lone club
