Columbia Basin, 11 others file contract suit
Twelve rural electric coop
erative, including Columbia
Basin Electric Co-op, who are
participants In WPPSS
(Washington Public Power
Supply System's) nuclear
plants four and five, have filed
suit in Lewis County, Wash
ington, asking the court to
interpret the meaning of the
cooperatives contract with
WPPSS. stated a news release
from Columbia Basin, The 12
cooperatives, which have
more than a 10 percent
participants interest in the
two terminated projects, con
tend that they are not liable to
WPPSS for amounts to be paid
to bond holders for principal
and interest. Columbia Basin
holds a .00391 percent share in
the plants.
The co-ops also claim that
while they may ultimately be
liable for certain costs of

with the Heppner merchant's
Moonlight Sale, Coronation
activities will begin at S p.m.
The coronation will kickoff a
spring and summer of pa
rades, dances, rodeos and
personal appearances for the
girls.
The hectic schedule will be
no challenge for Queen Anita.
A past pennant bearer and
princess on the 1981 court.
Anita has been Involved with
horses all of her life. She
competes in Wranglers, a 4 H
horse project and is a junior
leader in 4 H. She is an 18
year-old senior at lone High
School. She is a National
Honor Socjety member, was
named to Who's Who, an honor
for selected seniors through
out the United States and has
lettered in volleyball and
basketball the past four years.
She is the daughter of Lee and
Mary Ann Palmer.
Princess Annette Wilgers is
a 16 year-old junior at
Heppner High School. The
daughter of John and VI
Wilgers. she is active In the
Girls Athletic Boosters Club,
chorus and dance team, She

tions concerning the perfor
mance of WPPSS or whether
WPPSS had breached its
contract by poor management
and failure to control costs.
Toombs and Dorran stated
that instead the 12 utilities
believed strongly that they
have no responsibility to pay
sums for debt service because
the projects have not been
completed. They staled that
contrary to WPPSS public

It is WPPSS' position that
the participants will have to
commence paying debt ser
vice on the huge bond indebt
edness for projects four and
five, which amounts to $2.25
billion, one year after termin
ation or in January 1983.
Toombs and Dorran stated
that the 12 utilities hope to

Brok and Janet Tucker are
the recipients of the Conser
vation Man of the Year Award
for "19R2; 4t was- announced
Wednesday by the Morrow
County Wheat Growers
League President. Chuck Nel
son.. The Tuckers are the owners
of the Wagon Trail Farm on
Highway 207. They have been
farming since 1971. and have
lived on the farm since 1973.
They have three children:
Kevin. 10: Nina seven, and
Bryce four.
With 5.S70 acres under
cultivation, the Tuckers have
3.133 acres in wheat this year.
The total wheat crop is under
supplemental irrigation,
which is an efficient use of
limited water. Four fields are

To honor the week of April
18-24 as Crime Victims' Rights
Week, Morrow County Court
made a presentation to the
public last Wednesday, April
21.
According to Ann Spicer,
Morrow County district attor
ney, there were 271 victims of
violent crimes within the
county during 1981. Violent
crimes technically include
murder, rape, robbery, burg
lary, aggrevated assault, theft
and motor vehicle theft.
There were over 100 more
violent crimes in 1981 than in
1980. said Spicer. stating that
she was a little bit shocked by
the increase.
According to Spicer, the
state of Oregon has had a
growing awareness of the
needs of victims of crime
since 1974. In 1977 the Oregon
Legislature passed the Crime
Victims' Compensation Act.
With the new law, the state
recognized that victims' who
have suffered personal injury
are entitled to compensation,
by forming a program called
Crime Victims' Compensa
tion. To qualify, Spicer stated.

out to victims by the state,
said Spicer.

He said conservation tillage
is also practiced on the Tucker
chemical fallows with Round
Up in the spring, which allows
later spring tillage and fewer
tillage trips for weed control
in fallow ground. A good job of
stubble management was also
evidenced by adequate sur
face residue left on the ground
for wind erosion control.
The Wagon Trail Farm is
also under a program of
computer farm management.
Enterprise Accounting is in
practice with records kept on
each field and each piece of
equipment. Expected value
analysis is used as a decision

According to Costa, two
other considerations were
