Conservation mh Develop

said a recent news release
from l.ooo Friends.
1.000 Friends objects to
state approval of the Morrow
County plan because it con
tains elements which conflict
with statewide agricultural
and forestry planning laws,
In its ten page letter to the
LCOC. the group commends
the county tor its adoption of
"effective review criteria for
specified non-farm and non
forest uses, and some strong
policy statements,"
However, the land use group
objects to the lack of justifica

residential and industrial de

tion of agricultural land sur
roimdingHoardman and Irri
gon." the group stales, "is
especially critical given the
potential for irrigation and
increased agricultural pro
ductivity." In other specific objections
looo Friends charges that the
county plan's agriculture and
forest land division sinndnrds
violate statewide planning
laws. The standards allow the
creation of lots which are too
small for commercial farming
the group says. In forest
lands, the standards do not
assure protection of forest
land values such as wildlife
habitat. The group also
contends that the minimum lot
siros do not protect the
county's commercial forest
land base.
The stale LCDC expects to
consider the Morrow Cotinfv
Comprehensive Plan on Janu
ary 21 or 22. If it agrees with
the KKK) Friends objection,
the city will probably be asked
by LCDC to revise portions of
the plan.
Orei'on's wheat and barley
farmers will share the esti
mated M70 million in national
wheal and barley deficiency
payments for their tl crops,
according to Don Thompson,
state director of the Acricul
tiral Stabilization and Conser
vation Service.
Six thousand seven hundred
fifty-seven grain producing
forms ore sicned up for
povmenl with local ASCS
offices in the stale, said
Thompson. The total potential
deficiency payment in Ore
gon, based on all acres of
wheat and barlev planted in
l!H2. is over $9 million.
Oregon growers will receive
less than this amount because
not all growers filed applications.
hefieienev payments are
renuired under (he tfiHI wheat
and barlev programs because
averaie market prices re
ceived bv farmers during (he
first five months (June
through October) of the mar
keting year were below the
established taruet price level
of $.1 Bl for wheat and $2 fifl for
barle,v.
National weighted average
market prices were $n fifi por
bushel for wheat and 92 M per
bushel for barlev Thus.
eligible producers will he paid
15 cents per bushel for their
l!tl crop wheat and 11 cents
per bushel for this year's, '
barley. These payments will '
in effect become a part of
producers income for the !ffit ;
grain crop, said Thompson. (
